VA can review and process a claim more quickly when Veterans and survivors file a "fully developed claim." The program is an optional initiative that offers Veterans and survivors faster decisions.

In the face of dramatically increasing workloads, a growing inventory, and a backlog that affects Veterans of all eras – and both first-time filers and Veterans coming back to VA for a supplementary claim – the Veterans Benefits Administration must deliver first-rate, timely benefits and services, faster and more effectively than ever before.
To achieve our goals for improving the delivery of benefits to Veterans, we have built an aggressive Transformation Plan that includes initiatives to re-train and reorganize our people, streamline our business processes, and build and implement new technology solutions to eliminate the claims backlog and process all claims faster and at a higher quality.
In 2010, VA Secretary Shinseki made a decision that any claim in the inventory that was older than 125 days would be considered part of the backlog of claims. VBA built our Transformation Plan around the goal that in 2015 the backlog will be eliminated and we will process all claims in 125 days at 98 percent accuracy.
Stay in the know about the Transformation Plan. Here you can find news, information, and links to help you understand how VA is transforming to better assist Veterans, Servicemembers, their families and survivors.
