Pre-proposals were a prerequisite for submission of a full proposal and had to be received by email by 5:00 PM EST, November 4, 2013. The pre-proposal submission period is now closed.
Pre-proposals were reviewed and applicants were contacted and encouraged or discouraged to submit full proposals. Full proposals were due January 31, 2014.
