Federal Register Final Rules List with Proposed Rule Citations

This List contains the Federal Register citations of Final Rules documents published by the Office of Surface Mining Reclamation and Enforcement (OSMRE) from August 1977 through June 2010. The Final Rules documents contain the text of the official regulations and the rationale behind the regulations, sometimes referred to as the Preamble. The List is organized by year, beginning with the first surface mining-related documents published in August 1977.

Also included in the List are Federal Register cites for relevant Final Rules of the Environmental Protection Agency and the Army Corps of Engineers. In order to provide a more comprehensive regulation history, this List incorporates citations for corresponding Proposed Rules published in the Federal Register, as well as significant Notices of Inquiry, Petitions to Initiate Rulemaking, Suspension or Reinstatement of Rules resulting from court decisions, etc. Citations for Proposed Rules that were later withdrawn and did not become Final Rules are also included in the List.
