Empire State Development (ESD) today announced that New Avon LLC (“Avon”), a leading social selling beauty company based in North America, will create more than 50 new jobs while retaining nearly 400 jobs as part of the relocation and expansion of its Manhattan headquarters from 777 Third Avenue to One Liberty Plaza at 165 Broadway.
“As the state’s business climate continues to improve, we are seeing more and more major companies, like Avon, choosing to relocate or expand their headquarters in New York State,” said ESD President, CEO & Commissioner Howard Zemsky. “This company has a long, successful legacy operating in New York and we look forward to the new jobs and economic opportunity generated by their continued growth in the Empire State.”
“As we work to build the best social selling experience for Representatives and consumers, it was important for us to find an emerging and high energy location to inspire our innovative, entrepreneurial culture,” said Scott White, Chief Executive Officer of New Avon LLC. “We were attracted to Lower Manhattan because it is a vibrant and growing area, anchored by the Freedom Tower and the Westfield World Trade Center. This location will embody the Avon of the future, so we’d like to thank Governor Cuomo and the team at Empire State Development for helping us make this exciting move a reality.”
To encourage Avon to expand in New York State, ESD has offered the company up to $4 million in performance-based tax credits through the Excelsior Jobs Program and a grant of up to $600,000 to support capital construction. Over the next 10 years, Avon will create 53 new jobs, retain 398 jobs, while investing $9.5 million dollars to outfit its new space.
Avon’s new 91,000 square foot space on two floors of One Liberty Plaza will feature an open concept to support employee collaboration and innovation. Avon expects to officially move into its new headquarters by late summer 2017.

Governor Releases List of Songs on His Spotify Playlist – Available Here
Governor Cuomo today announced that digital music service Spotify will move its United States headquarters to 4 World Trade Center, creating more than 1,000 new jobs and retaining 832 jobs in a major expansion. Spotify, which currently has offices in Midtown South, will move its New York office and its employees to 378,000 square feet of office space in the new Fumihiko Maki-designed building owned by Silverstein Properties, Inc. in early 2018. Spotify’s relocation to the new building will make it the first office tower to be fully leased on the historic 16-acre World Trade Center site. The Governor made the announcement at an event in New York City where he also released his Spotify playlist. A list of songs on the Governor’s playlist is available here.

The North Country Regional Economic Development Council (NCREDC) today held its first meeting of 2017 in Lake Placid, Essex County. The meeting provided the Council with an opportunity to report on progress to date, begin discussions on new business including the Upstate Revitalization Initiative, and kick-off strategic planning for Round VIl, which is proposed in Governor Andrew M. Cuomo's 2017-2018 Executive Budget.
During today’s meeting, the Council welcomed four new members: Mayor Colin Read, City of Plattsburgh; Kevin Acres, Chairman, St. Lawrence County Legislature; Randy Preston, Chairman, Essex County Legislature; and Barbara Rice, Chairwoman, Franklin County Legislature.
The NCREDC today announced it is accepting “Intent to Propose” applications for the $50 million North Country Upstate Revitalization (URI) fund, for which a Project Review committee has been established. The committee, which is composed of seven members of the NCREDC, will be responsible for reviewing proposals seeking URI funding. If an application advances beyond the Council, the state conducts a technical review and makes a final funding decision before a commitment of state dollars is made.
“It's exciting to be starting another year of important work under Governor Cuomo's Regional Economic Development Council system,” said Garry Douglas, President of the North Country Chamber of Commerce and NCREDC co-chair. “This process has allowed the North Country to chart its own course, bringing unprecedented state investment behind our economic development projects and strategies. Over the coming months, we will be updating our plans and overseeing the implementation of projects now underway, while actively encouraging the preparation of potential projects for submission mid-year."
"The Governor’s regional approach to economic development has given the North Country the opportunity to lead the renaissance of New York’s small cities and rural communities,”said Tony Collins, President of Clarkson University and NCREDC co-chair. “As demonstrated in the progress updates from past awards and the new topics introduced for emerging project proposals, strong public-private collaboration is igniting sustained transformation in our communities and advancing economic opportunities across the North Country.”
In other business, Plattsburgh Mayor Colin Read provided an update on the city’s efforts to implement its Downtown Revitalization Initiative (DRI) plan; and Harry McManus, Chairman of the Clinton County Legislature, provided the latest on the planned expansion of Plattsburgh International Airport. The meeting also included discussions on a renewable energy cooperative and a potential North Country bid on the 2023 World University Games.
Lt. Governor Kathy Hochul presented the Council with an update on Governor Andrew M. Cuomo’s State of the State initiatives and Executive Budget proposal. Members were also updated on the status of all regional council projects, including a summary of the 2016 Regional Council awards. In December, the NCREDC was awarded $61.4 million for 77 projects.
The NCREDC, which is composed of Clinton, Essex, Franklin, Hamilton, Jefferson, Lewis and St. Lawrence counties, is one of 10 regional councils across New York State. There are now 450 projects across the region, which have been awarded a total of $484.6 million in support from the State through the Regional Economic Development Council initiative.

The Regional Economic Development Council (REDC) initiative is a key component of Governor Cuomo's approach to State investment and economic development. In 2011, Governor Cuomo established 10 Regional Councils to develop long-term strategic plans for economic growth for their regions. The Councils are public-private partnerships made up of local experts and stakeholders from business, academia, local government, and non-governmental organizations. The Regional Councils have redefined the way New York invests in jobs and economic growth by putting in place a community-based, bottom up approach and establishing a competitive process for State resources.
After six rounds of the REDC process, more than $4.6 billion has been awarded to more than 5,200 job creation and community development projects consistent with each region's strategic plan, projecting to create and retain more than 210,000 jobs. Tourism Highlights: Growing New York State’s Tourism Industry, from the Adirondacks to Niagara Falls

New York State’s vital and booming tourism industry – with an economic impact that now eclipses $100 billion annually – continues to grow, and the Governor has proposed $55 million in initiatives to ensure that growth continues. Coinciding with that commitment are a number of announcements that reflect the State’s ongoing support for tourism-related development, including a planned Gateway to the Adirondacks and the opening of a new hotel in Niagara Falls – located in two of New York State’s iconic vacation destinations.
Governor Cuomo announced plans on January 23 for a world-class tourism hub at the southeastern edge of the Adirondacks, located in the Town of North Hudson and on the site of Frontier Town, a former theme park that had been vacant for more than 10 years. A master plan for the 300-acre site has been developed with state and community partners, and incorporating protection of the Adirondack Park. The blueprint includes plans for a visitor information center and event center, a DEC campground and day use area along the Schroon River and an equestrian camping and trail area.
The announcement included news that Paradox Brewery, a New York State-born craft beverage business, which currently operates a tasting room at Schroon Lake, will expand operations at the Gateway location and open a saloon featuring New York beers and food. Those additions reflect a $2.8 million investment and creation of 22 additional jobs in North Hudson. The State will secure an estimated $32 million, working with public and private partners, to create the new tourism and recreation hub – a community revitalization that is at the center of the North Country’s regional economic development plan.
The announcement of a new hotel opening in downtown Niagara Falls came on the same day as the Adirondack news. A $37 million DoubleTree by Hilton Hotel is part of an ongoing area resurgence which includes the state’s $60 million in infrastructure improvements along the Niagara Scenic Parkway, and private-public developments that are aimed at preserving and promoting this world-renowned destination.
The latest DoubleTree by Hilton property, developed by the Merani Hotel Group on the site of the former Fallside Hotel and Conference Center, is the group’s third in the area, located adjacent to Niagara Falls State Park and overlooking the Niagara River. The hotel has 16,000 square feet of meeting and banquet space and can host events with up to 450 people.
With this latest addition, downtown Niagara Falls now has five new hotels either built or under construction or renovation, with other plans in the works.

This awards season has put the spotlight on films that produced or posted in New York State, with a total of 28 nominations, including the Golden Globe Awards and this month’s Academy Awards.
The Oscar nominees, announced by the Academy of Motion Pictures, Arts & Sciences on Jan. 24, include 12 nominations for films that were produced or posted in New York State. The nominated projects generated an estimated $15.7 million in spending in the state and approximately 100 new hires. Most of these productions participated in the New York State Film Tax Credit Program’s Film Production Credit and Post-Production Credit programs.
On Dec. 12, the Hollywood Foreign Press Association presented its 74th annual Golden Globe Award nominations, which included 16 nominations from productions that film and post in New York State. These nominated productions spent a projected $224 million here and employed nearly than 13,000 individuals.
In congratulating nominees last December, Empire State Development President, CEO and Commissioner Howard Zemsky credited New York State’s support for the growing industry. “Thanks to New York State’s Film Tax Credit Program we have witnessed a historic increase in the number of features, series, and pilots filmed here,” he said. “This program has been tremendously successful in establishing New York as a world-class destination to produce film and television and has created hundreds of thousands of jobs and I congratulate this year’s nominees.”

Downtowns across New York State are being revitalized and reinvigorated through Round 4 of the Restore NY Communities Initiative – nearly $40 million to support 75 projects that will give urban centers new life and promote new economic opportunities through a wide-ranging restoration of vacant and surplus properties.
Cities, towns and villages were eligible to apply for support for projects under Round 4, which launched in June of 2016. The projects include a variety of properties and goals – rehabilitating and reimagining old or blighted structures, and creating affordable housing, waterfront developments and mixed-use properties.
Vacant buildings and storefront facades are being redeveloped, historic theaters are coming back to life and the rehabilitated properties are re-entering city tax rolls after long absences. In Troy, for instance, the rehabilitation of the historic American Theater is part of a larger Riverwalk redevelopment plan. In Buffalo, the redevelopment of the city’s Northland Corridor continues, including the demolition of three abandoned structures and the rehabilitation of a small business campus. In Ogdensburg, two buildings will be demolished as part of the city’s Brownfield Opportunity Area Plan. Those are just a few examples of how old sites will be transformed to create new energy and economic growth.
Restore NY “is an important step towards attracting residents and businesses to rebuild underserved neighborhoods,” said ESD President, CEO & Commissioner Howard Zemsky.
Funding for the initiative was included by Governor Cuomo in the FY16 State Budget, with ESD responsible for administering the program..

The $1.5 billion expansion of Manhattan’s Jacob K. Javits Convention Center has reached a significant milestone, with the selection of LendLease Turner as the design-build team to create a state-of-the-art facility that will draw top tier conferences and events and generate $393 million in annual economic activity.
Following a comprehensive procurement process, five technical committees evaluated proposals. A blue-ribbon panel of government and industry leaders then reviewed and ranked the committees' evaluations, ultimately selecting LendLease Turner as the winning bidder. Design firm TVS is included in the LendLease Turner consortium.
LendLease Turner’s winning proposal provided significant design, logistical and operational benefits including increased atrium space and a commitment to maintaining current operations throughout construction. The project’s major components include: an on-site truck marshaling facility that will reduce relocate 20,000 event-related trucks off area streets each year; 27 new loading docks; additional exhibit space that combined with the existing space will total 500,000 square feet; a 45,000-square-foot state-of-the-art meeting space; a green roof terrace and pavilion; and the largest ballroom of its kind in the New York region, at 55,000 square feet. Relocating trucks off of area streets will cut down the move-in and move-out process for Javits events by 30 percent, and create an additional 20 days of business and economic activity.
Work to ready the site for further expansion has already begun, including necessary utility work and housing for electrical equipment.
The expanded Javits Center, which is already the nation’s busiest convention center, will have a sizable economic impact on the regional economy, adding 4,000 full-time jobs, 2,000 part-time jobs and 3,100 construction jobs. Visitors and convention-goers will book an additional 200,000 hotel room nights each year. The Javits Center had an economic impact of $1.9 billion in 2015, hosting more than 175 events and 2 million visitors.
