Health Care Regulation and Quality Improvement (HCRQI) ensures that Oregonians have wide access to the health care they need and that it will be safe and of high quality.

Emergency Medical Services (EMS) and Trauma Systems develop and regulate systems for quality emergency medical care in Oregon. This ensures that EMS Providers are fully trained, that emergency medical vehicles are properly equipped, and emergency medical systems are functioning efficiently and effectively.

  • EMS for Children works to ensure that state-of-the-art emergency medical care is available for all ill or injured children and adolescents.
  • Trauma Systems develops, implements and monitors of the state's trauma system, including establishing system standards, designation of trauma hospitals to care for injured patients and collection of trauma registry data

Certificate of Need (CN) evaluates whether a proposed hospital, skilled nursing or intermediate care service or facility service is actually needed. These standards encourage healthcare investment in areas currently lacking sufficient facilities.

Health Facility Licensing and Certification (HFLC) licenses non-long term care health facilities in acute care and community-based settings in Oregon.

  • Facilities Planning and Safety (FPS) - conducts reviews of acute and long-term health care facility construction projects.
  • Survey and Certification - conducts state and federal licensure and certification surveys as well as complaint investigations in acute care and community-based programs.
  • Nurse Staffing- implements Oregon's hospital nurse staffing laws and supports the Nurse Staffing Advisory Board (NSAB).
