DynCorp

Background

DynCorp International is an American private military contractor. Begun as an aviation company, the company also provides flight operations support, training and mentoring, international development, intelligence training and support, contingency operations, security, and operations and maintenance of land vehicles. DynCorp receives more than 96% of its more than $3 billion in annual revenues from the U.S. federal government.[3]

The company has provided services for the U.S. military in several theaters, including Bolivia, Bosnia, Somalia, Angola, Haiti, Colombia, Kosovo and Kuwait. DynCorp International also provided much of the security for Afghan interim president Hamid Karzai's presidential guard and trains much of Afghanistan's and Iraq's fledgling police force.[4]

DynCorp International and its subsidiaries were owned by Veritas Capital from 2004 to 2010 after it was purchased from CSC[5] and was one of the only private military corporations owned by Veritas Capital in addition to MZM (Athena Innovative Solutions). In 2010 DynCorp would be acquired by Cerberus Capital Management, while its sister companies would be sold off to yet other companies like CSC and CACI.

Several subsidiaries of this enterprise are listed on the Internet, including: DynCorp International Inc., DynCorp International LLC, DynCorp Aerospace Operations LLC, DynCorp International of Nigeria LLC, and DynCorp International Services LLC, all of which are registered in the United States.[6] The corporate headquarters are in an unincorporated part of Fairfax County near Falls Church, Virginia. However, the company's contracts are managed from its office at Alliance Airport in Fort Worth, Texas.[7]

DynCorp's revenue principally comes from contracting its services with US security agencies, including the State Department, the Defense Department, the DEA, the FBI, the Prison Department, and the US Army. [8] Other contracting agencies have included the Federal Aviation Administration, the Securities and Exchange Commission, and the Centers for Disease Control. [9] DynCorp is also "responsible for the maintenance of 80% of NASA ships and 60% of the US army’s helicopter fleet."[10](archived version)[11](archived version)

#Pizzagate findings

As an American private military contractor DynCorp has routinely been connected to human trafficking activities, and more specifically child sex trafficking , in countries throughout the globe. Multiple instances of child and drug trafficking, and even the direct sale of child pornography in Bosnia and Colombia during the 1990s, earned them a reputation which led to a federal investigation from 2004 to 2005. They would also be directly responsible for the loss of at least $2 trillion USD in Department of Defense funds.

Despite active federal investigations into DynCorp and successful lawsuits against them no employee has ever been prosecuted in criminal court. It was also discovered that while under federal investigation in 2004 to 2005, then DynCorp owners Veritas Capital set up similar security companies such as MZM (Athena Innovative Solutions) which then performed similar tasks in the same theaters as DynCorp without being investigated as well.

MZM (Athena Innovative Solutions) sponsored and directly participated in orphanage projects in these regions alongside the non-profit The Sure Foundation, again without being investigated. This comes in spite of the fact that MZM (Athena Innovative Solutions) CEO and founder, Mitchell J. Wade, and United States Representative Randall "Duke" Cunningham would be convicted of tax evasion, conspiracy to commit bribery, mail fraud and wire fraud. Bribes included everything from a boat, a house and even prostitutes provided by Mitchell J. Wade.

One reason why investigations never came to fruition were a continued effort by DynCorp to lobby Congress against oversight on defense contractors. It would also be discovered that at least in the case of the "Kunduz Dancing Boy" incident in 2009, Hillary Clinton directly participated via the State Department in the covering up of details on the event. It is also true that DynCorp would fire employees directly implicated in wrongdoing, and even the whistleblowers who brought attention to them, so as to avoid further information leaks on the matter.

A lesser-known DynCorp sister company known as DynPort Vaccine Company would also be involved in several scandals and controversies itself. For instance in 2001 DynPort Vaccine Company would be awarded a contract to produce an anthrax vaccine which they failed to complete by the end of the year. Early in 2002 the founder and CEO of Porton Down (the Port in DynPort) would be convicted of selling anthrax to Saudi Arabia without consent from the Department of Defense. DynPort Vaccine Company partner, Baxter International, was also involved in at least eight different scandals themselves including contaminating vaccines and infecting patients with Hepatitis C.

Hillary Clinton and Cheryl Mills work to cover up DynCorp trafficking scandal

In addition to Hillary's coverups involving Anthony Weiner and Laura Silsby, Hillary Clinton also seemingly acts as a "fixer" for DynCorp.

Hillary Clinton covers up DynCorp's activities in Afghanistan in 2009

This 2009 email from Hillary Clinton's archive mentions DynCorp's hiring of an “adolescent boy dancer” from Afghanistan “for some sort of event that, at least to most folks, looked very inappropriate.” Here is the direct quote:

According to my reporting, the week of April 13th, the DynCorp regional commander from Konduz, Flint Chambers, allowed his men to hire a 15-year-old boy dancer to do tribal dances at a DynCorp party on the training site. Some 15 or so DynCorp employees in attendance pulled out a single chair and had the boy do mock lap dances. This was captured on video. The video shows DynCorp employees putting dollar bills in the boy’s waistband, just as they would a stripper’s garter. The revelry lasted about 45 minutes.

This message was sent directly to Hillary Clinton from Cheryl Mills who is one of her most prominent lawyers (she also defended Bill Clinton from impeachment). Based on the email, it appears The Washington Post was writing to Hillary Clinton and her team about an upcoming article on the DynCorp Afghanistan scandal, and it appears Mills and the rest of the team then engaged in damage control to hush parts of that upcoming article.

Reading the final, published article, the story only said the DynCorp employee was fired and there was no mention of the lap dances or dollars in the boy's waistband.[12] The US government has taken no subsequent disciplinary or legal actions against DynCorp or its employees.[13] Here are “sensitive but unclassified” documents from her emails: (Link) For more on the specifics of the incident, see the section, Connection to identified criminal activities in Afghanistan.

In the Hillary Clinton emails there is another about “inappropriate behavior by department contractor” which also took place in Afghanistan on April 16th, 2009, the circumstances of which are unclear but may refer to a contractor's drug overdose mentioned in the Afghan boy email.[14]

Hillary Clinton's other ties to DynCorp

According to this Portuguese article, Hillary is publicly in favor of DynCorp.[15]

Hillary Clinton has financial ties to DynCorp parent company, Cerberus Capital Management, which gave $40,628 to her campaign.[16]

Finally, when DynCorp lost $1 Billion of the State Department's money, Deputy Secretary Jack Lew was designated to look into it.[17] Lew was working under Secretary of State Hillary Clinton as deputy secretary for management and resources, a chief operating office-like position she created seemingly just for him.[18] This is not the first time money has mysteriously gone missing under DynCorp's watch, however. “1991 State of the Nation - It appears that DynCorp broke the original investigation on this. DynCorp was the accountant for roughly $2.7 trillion missing 1991-2001. Also missing in 1996 or 1997; $60 billion missing out of HUD. DynCorp appears to be the accounting division of the US government these days.” [19][Archived Version]

Connection to possible murder of Monica Petersen

Claude d'Estree, Monica Petersen's friend and colleague who is perhaps the most outspoken individual against statements saying Petersen was investigating the Clinton Foundation, worked in the US Attorney's office on behalf of DynCorp between 1999-2002. Those are the same years as DynCorp's Bosnia scandal.

Thus DynCorp appears to have had employees working within the US Attorney's Office as contractors at the time DynCorp should have been under investigation by the office for the 1999 Bosnia child/women trafficking scandal. After finding this (link) and if this writer's assumption is correct, this should have been a major conflict of interest by the US Attorney's Office and the issue should have left the US Attorney's Offices' control and gone to the Office of the Inspector General - an independent party. It doesn't seem like that transfer ever happened. If all assumptions are correct, this deserves a congressional investigation.

Involvement with the CIA (Central Intelligence Agency) and other United States agencies

By 2003, roughly half of DynCorp's business came from managing the IT departments of the Pentagon, including the CIA.

DynCorp represents nothing less than the future of national security. While outfits like Raytheon make their money developing weapons systems, DynCorp offers the military an alternative to itself. In 2002, the company took in $2.3 billion doing what you probably thought was Pentagon work.

DynCorp planes and pilots fly the defoliation missions that are the centerpiece of Plan Colombia. Armed DynCorp employees constitute the core of the police force in Bosnia. DynCorp troops protect Afghan president Hamid Karzai. 

DynCorp manages the border posts between the US and Mexico, many of the Pentagon's weapons-testing ranges, and the entire Air Force One fleet of presidential planes and helicopters. During the Persian Gulf War, it was DynCorp employees, not soldiers, who serviced and rearmed American combat choppers, and it's DynCorp's people, not military personnel, who late last year began "forward deploying" equipment and ammunition to the Middle East in preparation for war with Iraq. 

DynCorp inventories everything seized by the Justice Department's Asset Forfeiture Program, runs the Naval Air Warfare Center at Patuxent River, Maryland, and is producing the smallpox and anthrax vaccines the government may use to inoculate everyone in the United States.

Aircraft N-number N474AW shared by Jeffrey Epstein, the CIA, and DynCorp

Voat user Freed0mFighter uncovered a special report on Occurrences: Foreign and Domestic (archived)(original PDF) identifying the fact that one of Jeffrey Epstein's suspected trafficking aircraft shared the same tail number (N474AW) as a State Department Bronco used under contract by DynCorp. The use of this tail number by the Department of State and DynCorp can be corroborated by official government records.[20] This would mean that Jeffrey Epstein trafficked underage girls using a tail number registered by DynCorp and during the same time period as DynCorp when they trafficked minors in Bosnia and other parts of the Balkan states. If issued by some sort of accident or if one of the two aircraft was decommissioned, the statistical odds of just two craft sharing the same number would still be over 1 in over 900,000.[21] See also section on Connection to identified criminal activities in Bosnia

The DynCorp Bronco went down in 2000,[22](archive.is) while the Epstein flight under the shared tail number took place in 2002.[23] That is the only time Epstein would ever fly under that N number in available flight logs,[24] but the N number was still owned by the Department of State, according to FAA records.[25](archive.is) The strangest part about Epstein's flight with this N number is that no flight number and no passengers are listed on the flight log[26] and he was flying out from his Zorro Ranch, which has its own airstrip,[27] to Double Eagle II Airport in ABQ.[28] This is the only flight recorded in the pilot's log for Zorro Ranch, as well. Finally, Epstein was either flying under a stolen N number or the State Department/DynCorp let him use it, which adds to even more questions.

It turns out this same tail number has been assigned by the FAA twice, most recently to Centurion Aviation LLC.[29](Archived Version) After the number was deregistered to the State Department in 2010, the number was reassigned to Centurion Aviation's Cessna P210N in 2014.[30](Archived Version) Additional information on Centurion Aviation and their connections to the CIA (Central Intelligence Agency) can be found on a Voat post by OrwellKnew.

To summarize, Epstein does have a storied history with underage girls from the Balkan states: from purchasing his Yugoslavian sex slave, Nadia Marcinkova [31]; to the modeling agency, MC2, Epstein had with Jean Luc Brunel to traffic Eastern European girls [32]; to a dinner party Vanity Fair mentions, where guests were "horrified" that they were surrounded by Epstein's young "Russian" girls [33]. Relation to PROMIS, Palantir, Peter Thiel, and illegal mass surveillance

In an investigation by the newsletter, From the Wilderness, in 2000, it was discovered that DynCorp was intimately related to mass-surveillance software PROMIS, and its successor Palantir, through artificial intelligence developer, Herbert "Pug" Winokur:[34]

Fitts' chief nemesis at Harvard, Herbert "Pug" Winokur, head of Capricorn Investments, and member of the board of the Harvard Endowment is also a PhD mathematician from Harvard where the mathematical breakthroughs that gave rise to Artificial Intelligence using block-modeling research were discovered. 

The pioneering research at Harvard that allegedly gave rise to the Artificial Intelligence installed in Promis later moved north.

Winokur, through Capricorn Investments, had a decisive role in the 1980s management of the intelligence/government outsourcing mega-firm DynCorp, of Reston, VA. Winokur served as DynCorp CEO from 1989 to 1997.

Pug Winokur made DynCorp what it is today and he still sits on the board.

I was not surprised when Bill Hamilton confirmed to both Fitts and to me that Winokur's DynCorp had played a role in the evolution of Promis in the 1980s.

Palantir, an audited interface to PROMIS, was co-founded by Peter Thiel who is also the current chairman.[35]

Historic military presence in Haiti

Since at least 1994 DynCorp has been actively engaged in military activities in Haiti.

US troops remained in the country until 1999. The Haitian armed forces were disbanded and the US State Department hired a mercenary company DynCorp to provide "technical advice" in restructuring the Haitian National Police (HNP).

DynCorp has always functioned as a cut-out for Pentagon and CIA covert operations.’ Under DynCorp advice in Haiti, former Tonton Macoute and Haitian military officers involved in the 1991 coup d'état were brought into the HNP

As of 2013, DynCorp had up to 100 officers acting as part of the UN Police Unit, otherwise known as "UN Pol," and 10 UN correction advisers, acting in Haiti.[36] The US paid $48.6 Million to DynCorp for that agreement, which amounts to roughly $440,000 per employee.[37]

DynCorp's human rights and trafficking incidents by country

Kathryn Bolkovac, the woman who became the whistleblower on DynCorps deeds in Bosnia, said in an interview:[38](Archived Version)

There were many cases, but they were never prosecuted: Young girls from Romania, Ukraine, Moldova and other Eastern European countries being brought in to service the UN and military bases as sex-slaves. The cases involved the officers from many foreign countries, including the USA, Pakistan, Germany, Romania, Ukraine, government contractors, and local organized criminals. The human rights investigators were never allowed to fully investigate, the suspects were immediately removed from the mission or transferred to other missions. The young women were simply sent back to their home countries.

Sex trafficking in Bosnia

In the late 1990s, two employees, Ben Johnston, a former DynCorp aircraft mechanic, and Kathryn Bolkovac, a U.N. International Police Force monitor, independently alleged that DynCorp employees in Bosnia engaged in sex with minors, and sold them to each other as slaves. Both Johnston and Bolkovac were fired, and Johnston was later placed into protective custody before leaving several days later.

On June 2, 2000, an investigation was launched in the DynCorp hangar at Comanche Base Camp, one of two U.S. bases in Bosnia and Herzegovina, and all DynCorp personnel were detained for questioning. CID spent several weeks investigating and the results appear to support Johnston's allegations. DynCorp had fired five employees for similar illegal activities prior to the charges. Many of the employees accused of sex trafficking were forced to resign under suspicion of illegal activity. However, as of 2014 no one had been prosecuted.

In 2002, Bolkovac filed a lawsuit in Great Britain against DynCorp for unfair dismissal due to a protected disclosure (whistleblowing), and won. Bolkovac co-authored a book with Cari Lynn titled The Whistleblower: Sex Trafficking, Military Contractors And One Woman's Fight For Justice. In 2010, a film titled The Whistleblower, starring Rachel Weisz and Vanessa Redgrave, was released.

The Huffington Post reported two sex scandals involving DynCorp in Bosnia:[39]

DynCorp was involved in a sex slavery scandal in Bosnia in 1999, with its employees accused of rape and the buying and selling of girls as young as 12. Dyncorp, hired to perform police duties for the UN and aircraft maintenance for the US Army, were implicated in prostituting the children, whereas the company’s Bosnia site supervisor filmed himself raping two women. A number of employees were transferred out of the country, but with no legal consequences for them.

This was one of two cases involving DynCorp and sexual scandal in Bosnia. The other, involved air plane mechanic Ben Johnston who sued DynCorp, alleging he was sacked because he had uncovered evidence that Dyncorp employees were involved in ‘sexual slavery.‘

Here's another account of DynCorp's activities in Bosnia in a CorpWatch article by Kelly Patricia O'Meara. The article includes a story of a DynCorp employee who:

owned a girl who couldn't have been more than 14 years old. It's a sick sight anyway to see any grown man [having sex] with a child, but to see some 45-year-old man who weighs 400 pounds with a little girl, it just makes you sick.

Aftermath

Following instructions from the Army, DynCorp officials removed at least 18 of its employees from Bosnia, firing at least 12. Emails show that DynCorp officials knew the problem was even more widespread than these individual cases, but that they took little other action. Instead, one official commented that the swift firings had allowed DynCorp “to turn this into a marketing success.” Along with firing some of the worst perpetrators, DynCorp also fired the two whistle-blowers. (Both sued DynCorp for wrongful termination; their stories form the basis for the 2011 film The Whistleblower.)

Meanwhile, back in Bosnia, the Army’s Criminal Investigation Command referred the case to local police and closed its investigation without examining the trafficking allegations or speaking to any of the women involved. None of the accused were prosecuted, and no DynCorp official faced prosecution.

The Department of Defense Office of the Inspector General ("OIG") would not investigate the two above whistleblowers' claims until 2002, when another instance of military personnel engaging in sex trafficking operations was alleged, this time occurring in South Korea. After the initial report on the South Korea instance, labeled as "Phase I", the OIG prepared this second report as "Phase II." Independent testimony of Ben Johnston

In the latter part of 1999 Johnston learned that employees and supervisors from DynCorp were engaging in perverse, illegal and inhumane behavior [and] were purchasing illegal weapons, women, forged passports and [participating] in other immoral acts. Johnston witnessed coworkers and supervisors literally buying and selling women for their own personal enjoyment, and employees would brag about the various ages and talents of the individual slaves they had purchased.

2006 Dept. of Defense Budget Hearing with Congresswoman Cynthia McKinney

On March 11, 2005, at the Fiscal Year 2006 Defense Department Budget Hearing, Georgia Congresswoman Cynthia McKinney questioned Donald Rumsfeld, Secretary of Defense under President George W. Bush, about the US government's relationship with DynCorp, particularly after DynCorp was found to have engaged in woman and child sex trafficking.[41][Backup] Perhaps by coincidence or her own actions in the Capital Hill Police Incident (the exact circumstances of which remain unclear), that would be Cynthia McKinney's last term in public office.[42]

Child sexual abuse, mercenary activities and chemical spraying in Colombia

According to an article from 'The Nation,' DynCorp was implicated in a child abuse scandal in Colombia. It was titled US Soldiers and Contractors Sexually Abused at Least 54 Children in Colombia Between 2003 and 2007

The Comisión Histórica doesn’t name the private security firm involved. The Colombian press, however, identifies DynCorp, a Virginia-based contractor. Dyncorp is only slightly less infamous than Blackwater, having been involved in numerous international outrages, including, as David Isenberg, author of Shadow Force: Private Security Forces in Iraq, writes, “a sex slavery scandal in Bosnia in 1999, with its employees accused of rape and the buying and selling of girls as young as 12.”

José Alvear Restrepo Lawyers’ Collective case

In 2007, a Colombian organization known as the José Alvear Restrepo Lawyers’ Collective (JARLC) presented a case outlining human rights violations committed by DynCorp before the Permanent Peoples’ Tribunal Session on Colombia. In the case, direct testimony and evidence linked DynCorp to crimes committed in not only Colombia, but also Nicaragua, Bosnia, Haiti, Iraq, and Afghanistan.

JARLC accused DynCorp of violating human rights through mercenaryism and the aerial spraying of chemicals harmful to people and the environment. JARLC also implicated DynCorp in the sexual abuse of minors, including a specific story in which videos were distributed of the abuse leading to the suicide of one victim.[43]

Sex trafficking in Afghanistan

In 2009, DynCorp contractors paid a 17-year-old Afghan Bacha Bazi performer to entertain them in Kunduz. Several Afghans were later arrested and investigated. A Wikileaks cable released after the incident stated that the Afghan interior minister at the time, Hanif Atmar, asked the assistant US ambassador to try to "quash" both the story and release of video from the incident. In response to the incident, DynCorp fired four senior managers and established a chief compliance officer position, which focused on ethics, business conduct, related investigations, and regulatory compliance. As of 2014, no DynCorp employee has faced criminal charges.

According to TechDirt, Wikileaks released a secret report that showed the following:[44]

[A] report from a cable that US-based private security contractor DynCorp, who was hired by the US to train Afghani police, was apparently supplying drugs and young boys for a sort of sex party. 

The details are horrifying. The Afghani interior minister apparently went to US officials to warn them that reporters were sniffing around this story, and urged them to try to kill the story. He specifically warned that this would look bad if the connection to DynCorp was made clear (he called them "foreign mentors"). Apparently, US diplomats told him not to worry, and the eventual story was in fact watered down greatly (until now, of course) calling the whole thing a "tribal dance," rather than a party where young boys wear "scanty women's clothes" and "dance seductively" before being "auctioned off to the highest bidder" for sex.

Sexual assaults in Haiti as United Nations peacekeepers

It was reported on June 2015 that at least 231 individuals claimed they were sexually abused by United Nations peacekeepers in Haiti, with a majority of the victims being children.[45]

Since 2008 DynCorp had been contracted by the United Nations to recruit and train local police as well as United Nations police.[46] After the 2010 earthquake DynCorp only received more contracts to train such forces and remain in Haiti to this day.

DynCorp lobbyists fight human trafficking law in the United States of America

From the Chicago Tribune, on December 27th, 2005:[47]

A proposal prohibiting defense contractor involvement in human trafficking for forced prostitution and labor was drafted by the Pentagon last summer, but five defense lobbying groups oppose key provisions and a final policy still appears to be months away, according to those involved and Defense Department records.

The lobbying groups opposing the plan say they're in favor of the idea in principle, but said they believe that implementing key portions of it overseas is unrealistic. They represent thousands of firms, including some of the industry's biggest names, such as DynCorp International and Halliburton subsidiary KBR, both of which have been linked to trafficking-related concerns.

Funding the Nicaragua Contra rebels

The enterprise Eagle Aviation Services and Technology, Inc. –EAST-, subcontracted by DynCorp, helped lieutenant colonel Oliver North, during the Iran-Contra scandal in the 1980’s, transport weapons and munitions for the Nicaraguan Contras in their fight against the Sandinista government.

The Whistleblower: A film on DynCorp's activities in Bosnia

The 2010 film, The Whistleblower, starring Rachel Weisz who portrays Kathryn Bolkovac, "is a film about that most depraved of crimes: trafficking women for enslaved sex, rape and even murder." In the film, Weisz is a whistleblower who works at DynCorp and blows the whistle on the corporation and the UN's mission in Bosnia for participating in the trafficking of young women.[48] "Democra Security" is a pseudonym for DynCorp International in the film.[49] While Bolkovac testified that children were being trafficked in addition to young women, director Larysa Kondracki felt the abuse of children "would be too abhorrent to include."[50]
