In-Between Travel Settlement

Part A of the 2014 In-Between Travel Settlement means home and community support workers are being paid for travel between clients. This is known as In-Between Travel (IBT).

Part B of the Settlement covers regularisation of the home and community support workforce and future models of care.

The In-Between Travel Settlement was agreed by:

  • the Crown (Ministry of Health)
  • providers of Home and Community based Support Services
  • unions, on behalf of Home and Community based Support Service workers
  • all 20 district health boards.

The Settlement Agreement was signed in November 2014. It includes a Variation made in August 2015 and a second variation made in October 2016.

The obligations of providers under Part A of the Settlement are now included in the Home and Community Support (Payment for Travel Between Clients) Settlement Act 2016.

Part B of the Settlement deals with the regularisation of the home and community workforce. An aspect of regularisation is guaranteed hours (including costs of client cancelled visits). This is covered in the second Variation.

Part 6 of the Employment Relations Act 2000 (as amended by the Employment Relations Amendment Act 2016) inserted new provisions relating to ‘zero-hour’ contracts. Sections 67A to 67H impose obligations on employers. Those obligations have some relevance to guaranteed hours.

IBT Settlement – September 2014

  • Part A travel payments – July 2015/March 2016
  • Minimum Wage funding (IBT Travel) – April 2016

Process agreements include:

  • Joint working group – September 2016
  • Virtual pilot – October/November 2016
  • Provider workshops – February 2017
  • Support worker workshops – February/March 2017
  • Guaranteed Hours implementation – 1 April 2017

 

This engagement will continue as the Ministry works with the sector to progress regularisation and develop future models of care. Newsletters and updates on the Ministry of Health’s website will continue as regularly as possible given the rapid rate of progress and change.
