Askar Shakirov – Kazakhstan Human Rights Commissioner
Askar Shakirov was born on October 2, 1956 in Karaganda city.
Askar Shakirov graduated from Moscow State University named after
M. Lomonosov’s Asia and Africa Institute, Soviet Interior Ministry’s Academy. He achieved PhD in Law. Fluent in English and Chinese languages.
Askar Shakirov has a diplomatic rank of an Ambassador Extraordinary and Plenipotentiary of the First Class.
From 1978 to 1992 he worked in the Interior Ministry of USSR.
As from 1992 he worked as Head of Department, Deputy Head after Head of the Agreements and Legal Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan, member of the commission of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
From 1995 to 1996 he worked as Charge d’affaires of Kazakhstan in Korea.
From Mart to April 1996 he worked as Ambassador at large Ministry of Foreign Affairs of the Republic of Kazakhstan.
From 1996 to 1998 he worked as the Deputy Minister for Foreign Affairs of the Republic of Kazakhstan.
From 1998 to 2004 he worked as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to India.
From August 2004 he worked as Deputy Minister for Foreign Affairs of the Republic of Kazakhstan.
From February 2006 to June 2007 he worked as the Chairman of the Customs Control Committee, Ministry of Finance of the Republic of Kazakhstan.
Since September 2007 Askar Shakirov has been Commissioner on Human Rights in the Republic of Kazakhstan.
On 27 of September 2012 appointed as a Commissioner on Human Rights by the decree of the President of the Republic of Kazakhstan.
