Church Council - ELCSA website

The church council  consist of the Presiding Bishop who is ex-officio chairman, the Bishops of the dioceses, and one ordained member and two lay members from each diocese as elected by the diocesan councils for a period of six years.  Each diocesan council shall make provision for deputies.

It functions on behalf of the general assembly when this is not in session and is responsible to it.
