The Canadian Government is now accepting e-petitions (after an NDP MP motion was passed earlier this year), and this matters. Any other petition on the internet has no legal or political mandate. They can easily be ignored.
The difference with these e-petitions is if they can get 100,000 signatures, the government may be forced to have a 1 hour debate in Parliament. Even if they don’t reach this mark, they still will have more importance than any other petition on the internet. The government will also respond to every petition with 500 signatures or more filed within 45 days. These petitions can force the government to consider the topic at hand, and may result in new laws being passed.
If you want the government to seriously change its mind on a topic or look into an issue of concern, Avaaz, Change.org, etc may not work, but if you can get the same support for a government of Canada epetition it can force the government to care.

To create an epetition you will need to get it sponsored by your MP, but otherwise the process is simple.
