what are you system specs? if your CPU is any intel 6th or 7th generation one then it is not working because there are no USB drivers for windows 7 as those CPU's are not supported with windows 7. i heard people have got windsows 7 running with 6th gen skylake ones but not much if anyone was able to get windows 7 running under a kaby lake 7th gen CPU

Chances are you have your keyboard and mouse plugged into a USB3 port which Windows 7 does not have the drivers for, Try installing the keyboard and mouse into a USB 2.0 Port instead.
If you dont have any USB 2.0 ports than you will need to use DISM to slipstream the correct USB3 drivers into the install.wim and boot.wim on your bootable DVD/USB drive - solved Keyboard and Mouse won't work after bios and can't reinstall Windows 7

If you want security patches you will need to Install Windows 10, Microsoft is blocking security patches to 7th Gen Kaby Lake processors (including the G4560) on Windows 7 and Windows 8.1.
If for some reason you don't want security patches see my post above. -
