| WELLBEING FROM COOPERATION Cross-border cooperation creates added value for both sides of the border. The idea is that more can be done by working together compared to working alone. Cooperation between Kainuu, North Karelia, Oulu region and the Republic of Karelia was implemented in the Karelia ENPI CBC Programme during the years 2007-2013. The programme was funded by the European Union, Russia and Finland. The aim was to increase wellbeing in the programme region.
