Fred Noteware


Widely recognized at the State Capitol, Fred Noteware is a veteran lobbyist with more than four decades of experience drafting legislation, developing strategy, negotiating with policymakers, and testifying before legislative committees.  His advice is routinely sought from legislators, staff, administration officials, and “third house” colleagues.  He has a precise understanding of the rules governing the legislative process, and a keen insight into the intricacies of policy making.

Noteware and Rosa is among the Capitol’s most respected firms, given its commitment to ethics, respect for the institution of the Legislature itself, and attention to detail.

Before founding the firm in 1995, Fred lobbied for the California Medical Association, where he focused on the issues of allied health, prescription drugs, public health, and HIV/AIDS treatment.  He also assisted CMA on budget-related issues, managed care, and Medi-Cal.  His key role in fighting legislation allowing optometrists to prescribe drugs earned a distinguished service award from the California Association of Ophthalmology.

After graduating from the University of California at Davis in 1978, Fred worked in Washington DC as Legislative Assistant to California Congressman Norm Shumway.  He returned to California in 1980, serving as State Senator Ken Maddy’s chief legislative affairs coordinator.  In 1983, Governor George Deukmejian appointed him Deputy Secretary for Legislation in the California Health and Welfare Agency, where he was the Secretary’s lobbyist and coordinated activities among eleven different constituent departments, the Department of Finance and the Governor’s Office.  In 1985, Fred became the Director of Programs and the Director of Public Affairs for the California Housing Finance Agency (CHFA), where he managed program personnel for underwriting, originating, and servicing single-family and multi-family loans.

Fred and his wife live in Sacramento.  He is an Elder in the Presbyterian Church (USA).

Kris Rosa


Kris Rosa provides strategic planning, political consultation, and lobbying for our corporate clients, helping them craft legislation and amendments, prioritize their legislative agendas, organize resources within their companies, maintain key government agency relations, and liaison with business groups and alliances with shared public policy goals. With strong communication and analytical skills, she presents our clients’ points of view to policymakers clearly and persuasively.

She focuses on a wide range of complex public policy issues, including corporate taxes, intellectual property, land use and energy, tort reform, procurement, telecommunications, marketing and privacy, supply chain management, labor and employment, data security, and consumer disclosure.

She is responsible for creating and executing strategic plans for issues and policies that are carefully researched and thoroughly evaluated, and for ensuring that policymakers understand the significant contributions our clients make to California’s economy.

She is a graduate of the University of California at Davis.

Bless Sheppard

Legislative Advocate

Bless S. Sheppard focuses on health care and developmental services issues at N&R, providing legislative guidance and strategic counsel for a range of clients. She joined the firm in 2003, and first served as N&R’s Legislative Manager. In this capacity, she developed policies and procedures for tactical advocacy, lobbyist registration and reporting, experience which provided her with a practical understanding of the legislative process and a sophisticated view of public policy analysis and strategy.

Bilingual in English and the Filipino language of Tagalog, she worked for the Embassy of the Republic of the Philippines in Washington DC before joining N&R. Her embassy duties included community outreach, planning and event organizing, including the official White House arrival ceremony for the President of the Philippines, Gloria Macapagal-Arroyo.

She is a graduate of California State University at Sacramento, where she earned a Bachelor of Arts in Government, with a concentration in International Relations.

Nicette Short

Legislative Advocate

Nicette Short has more than 15 years of experience as a legislative advocate specializing in health care policy and lobbying. Nicette has comprehensive knowledge of the complexities of California’s Medicaid program, the state’s implementation of the Affordable Care Act, and California’s health care delivery system.

Her expertise in legislative advocacy within the state budget and Executive Branch issues are an invaluable asset to N&R’s clients.

Prior to joining N&R, Nicette worked in organizations where she played a key role in advocating successfully for expanding California’s Medicaid program, improving access to specialty health care, and ensuring coverage to high-quality health care for all children. Nicette also served as a performance auditor in California and Louisiana, working to improve the efficiency and effectiveness of state and local governments.

Nicette holds a Bachelor’s degree in Political Science from the University of Louisiana at Lafayette and a Master’s degree in Public Administration from Louisiana State University.

Jennifer Molash

Operations Manager

As N&R’s Operations Manager, Jennifer Molash is responsible for the logistical planning of the firm’s fundraising and legislative events, including its annual client retreat. She is also responsible for managing the firm’s administrative and personnel functions.

Jennifer brings with her an extensive background in client relations in the electronics distribution and product sales industry, in addition to her most recent experience as a legal assistant. Jennifer is proud to be among colleagues who are completely dedicated to their clients’ issues.

Cindy Pierson

Administrative Coordinator

Cindy Pierson provides extensive support to N&R’s legislative advocates, creating legislation tracking lists, and distributing floor alerts, letters and other advocacy materials at the State Capitol, among many other support duties. Cindy enjoys the fast-paced work environment at N&R, the staff camaraderie, and the fact that she never knows what surprises the day will hold.

Prior to working at N&R, Cindy served in a variety of administrative managerial roles.
