WASHINGTON (UPI) - Senate leaders rejected the request of Senator Harrison A. Williams Jr. to introduce new evidence when the Senate begins considering whether to expel him for his Abscam involvement.

At the same time, Senator Howard H. Baker Jr., the Tennessee Republican who is majority leader, and Senator Robert C. Byrd of West Virginia, the minority leader, informed Mr. Williams that he could have an attorney in the Senate chamber, but that the attorney could not speak.

Senator Baker has announced that the Senate will begin proceedings against the New Jersey Democrat Dec. 3. The Senate Ethics Committee has recommended that Senator Williams be expelled.
