  9. Hof speaking says he brought Syria proposal to White House, they were interested but didn’t know who to contact in Iran because FM Zarif told Kerry he’s not interested in Syria file. Hof got them contacts to communicate w in Iran, but people at top in US nixed it

    won’t work outside UN process, but if there’s a vacuum of ideas the group will try to create “new facts on the ground” + new terms.
