Four million pounds of steel -- the floor and girders of the superstructure of the lift span of the Tri-Borough Bridge connecting East 125th Street with Randall's Island -- were floated up the Harlem River to the bridge yesterday afternoon in a three-hour voyage from Weehawken, N.J., where the cargo was assembled.
