Morden Town Centre Service Road Enhancements - October 2009

Following the formal consultation carried out in October 2009, there have been no objections to the proposed waiting and loading restrictions. As a result, the Council will proceed with the implementation of these measures.

Merton Council has received funding from Transport for London (TfL) for the enhancement of the service road at the rear of the properties between Abbotsbury Road and Aberconway Road.

At present the current waiting restrictions do not restrict loading and unloading of goods at certain times. On occasions refuse collections, by both the council’s waste division and private companies, are hindered by delivery vans and lorries obstructing access. This has resulted in concerns by the council and some businesses about the potential health risks.

To improve the situation, it is proposed to introduce a number of measures in stages to assist refuse collections. ‘Entry Treatments’ at both entrances to the service road are proposed to highlight to drivers that they are entering a road with different characteristics, as well as providing a level crossing point across these junctions for pedestrians, especially those with impaired mobility. Future measures such as improvements to the condition of the carriageway, which has been identified for possible repair and re-surfacing are also being considered. The existing footway on the north side of the service road is in a poor state and requires attention. The footway is not part of the highway network and the council is currently seeking approval to undertake remedial work. Additionally, in order to keep the road tidy; prevent damage to wheelie bins and vehicles; and prevent vandalism, dedicated areas for the safe placing and securing of the bins are being investigated.

The proposed measures, which are aimed at improving the environment for both the occupiers and pedestrians, include the following as shown on the newsletter and plan linked below.

First stage

  • Waiting restrictions, Monday to Saturday, between 7am and 6.30pm.
  • Loading restrictions, Monday to Saturday, between 7am and 9am, 4.30pm and 6.30pm.
  • Entry Treatments at the entrances to both Abbotsbury Road and Aberconway Road.

Future stage

  • Resurfacing of the carriageway and remedial work to the footway.
  • Protected and secured refuse bin storage areas.

In order to introduce the proposed waiting and loading restrictions, a Notice of the council’s intentions to make the relevant draft Traffic Management Orders (TMOs) for their implementation will be published in the local newspaper, London Gazette and posted on lamp columns in the vicinity. Representations for and against must be done in writing to the Head of Street Scene and Waste, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX by no later than 20 November 2009, quoting reference ES/SGE/MTCL.

Anyone who opposes the waiting and loading proposals must state the grounds upon which their objection is made. We also welcome letters in support. The council is required to give weight to the nature and content of any representations and not necessarily the quantity. Your reasons are therefore important to us.

A copy of the draft TMO, a plan identifying the area affected by the proposal and the council’s ‘Statement of Reasons’ can be inspected at Merton Link, Merton Civic Centre, London Road, Morden, Surrey during the council’s working hours, Monday to Friday, between 9am and 5pm.

At the conclusion of this statutory consultation a report will be presented to the either the Street Management Advisory Committee, or directly to the Cabinet Member for Planning and Traffic Management for a decision. Please note that responses to any representations received will not be made until the final decision is made.
