Norma Glover, the founder of NJG Associates (NJGA), brings more than 25 years of experience in elected political positions, public policy issues and the development of informational media relative to the environmental impact from mobile sources.

Ms. Glover has been very involved, on both the East and West Coast, in the field of alternative energy for stationary and mobile sources. Ms. Glover serves on the Renewable Energy Investment Fund Board, also known as the Connecticut Clean Energy Fund Board (CCEF), www.ctcleanenergy.com. She also serves on two standing committees at the Fund: the Executive Committee and the Projects Committee. Ms. Glover serves on the Board of the Connecticut Global Fuel Cell Center (CGFCC), www.ctfuelcell.uconn.edu, located at the University of Connecticut , Storrs.

In 1996, Ms. Glover was elected to represent the 31 cities in Orange County, CA on the Governing Board of South Coast Air Quality Management District (SCAQMD) whose jurisdiction consisted of Orange County and most of urban Los Angeles, San Bernardino and Riverside counties, a population of almost 16 million people. She served as Board Member, Vice Chairman and Chairman until she termed out in 2002. During her term as Chairman, she established the California Natural Gas Vehicle Partnership (CNGVP), the first such partnership of private and public entities dedicated to the promotion and use of CNG as the alternative fuel of choice for mobile sources. She served as Chairman of CNGVP for 2 years and continues to serve as Chairman Emeritus.

During her 6 years on the SCAQMD Board, she served in many committee capacities, including Finance, Investment Oversight, Mobile Source and Technology. As Chairman and Vice Chairman, she was a driving force in the development and implementation of the first “Fleet Rules” in CA.

In 1994, Ms. Glover was elected to the first of her two terms as a member of the Newport Beach, CA City Council. During her second term, she negotiated a 15 year settlement agreement with the John Wayne Airport that provided for expansion of flight and gates, as well as noise and flight time curfews that were acceptable to the local communities. Negotiating parties included: FAA, ATA, California Congressional Delegation, County of Orange and all impacted cities surrounding the airport.

Before running for City Council, Ms. Glover owned and operated an offset print shop while also serving on the Planning Commission of the City of Newport Beach, CA.

Ms. Glover received her Masters in Public Administration from Northeastern University, Boston in 1981.
