Lecture by Advocate General Gerard Hogan of the Court of Justice of the European Union
On Friday 1 November 2019, Advocate General Hogan will deliver a lecture on recent developments and cases at the Court of Justice of the European Union. The lecture forms part of the ‘European Courts in Changing Times’ lecture series at the university convened by Graham Butler, Associate Professor of Law.

Gerard Hogan is Advocate General at the Court of Justice of the European in Luxembourg since 2018. Previously, he served as Judge at the Court of Appeal of Ireland (2014-18) and the High Court of Ireland (2010-14).
Prior to his appointment to judicial office, Advocate General Hogan was simultaneously both an academic and practitioner. He was Senior Counsel (S.C.) at the Bar (1997-2010) and Junior Counsel (1987-97), whilst also a Lecturer in Law at Trinity College Dublin. He holds a number of academic degrees from University College Dublin, the University of Pennsylvania, the Honorable Society of King’s Inns, and Trinity College Dublin. He has authored a number of major academic works, including Administrative Law in Ireland, Political Violence and the Law, The Origins of the Irish Constitution, and the seminal Kelly’s Constitution commentary, now in its fifth edition. Moreover, Advocate General Hogan was written numerous articles and contributions on EU law.
As a national judge, he referred a number of cases to the Court of Justice for a preliminary ruling, including the well-known Schrems case (Case C-362/14) that lead to a Grand Chamber case, resulting in the Court finding the EU-US Safe Harbour Decision invalid. Since his appointment as Advocate General in 2018, he has already handed down several Opinions in a number of cases, including VG Media (Case C-299/17, sent by the Berlin Regional Court), Landeskreditbank Baden-Württemberg – Förderbank v. European Central Bank (Case C-450/17 P, an appeal of a judgment of the General Court), Grup Servicii Petroliere (Case C-291/18 sent by the Bucharest Court of Appeal), Krohn & Schröder GmbH v. Hauptzollamt Hamburg-Hafen (Case C-226/18, sent by the Hamburg Finance Court), Sea Chefs Cruise Services GmbH v. Ministre de l’Action et des Comptes publics (Case C-133/18, sent by the Montreuil Administrative Court), and Organisation juive européenne and Vignoble Psagot (Case C-363/18, sent by the Conseil d’État, Council of State of France).
