Who is responsible for electrical wiring and plumbing repairs? (FL)

Question: I live in a condominium that is still governed by the original declaration of condominium from 1980. The declaration isn’t clear as to who is responsible to maintain, repair and replace the electrical wiring and plumbing. Do Florida statutes govern this?
