Elections of Deputies of the House of Representatives of the National Assembly of the Republic of Belarus

A session of the House of Representatives

The House of Representatives consists of 110 deputies and is elected for a 4-year term. Parliamentary elections were held in Belarus in 1995, 2000, 2004, 2008, 2012, 2016, 2019.

Elections to the House of Representatives are held in a single member constituency. A candidate for deputy may stand for elections only in one constituency.

Timing of the elections to the House of Representatives of the National Assembly of the Republic of Belarus

Elections of a new House of Representatives are appointed not later than 4 months and conducted not later than 30 days before the termination of authority of the current House.

On 5 August Belarusian head of state Aleksandr Lukashenko signed decrees to set the dates for the elections to the Council of the Republic and the House of Representatives of the National Assembly of the Republic of Belarus of the 7th convocation. They were held on 7 and 17 November 2019 respectively.

Requirements for candidates for Deputies of the House of Representatives of the National Assembly of the Republic of Belarus

Persons seeking nomination and registration as candidates must be Belarusian citizens, at least 21 years old permanently living in the Republic of Belarus and who have no prior criminal record.

Nomination of candidates for Deputies of the House of Representatives of the National Assembly of the Republic of Belarus

Candidates for deputies are nominated by political parties (registered by the Ministry of Justice of the Republic of Belarus not later than 6 months before the appointment of elections), as well as citizens (by labour collectives and through the collection of signatures).
 
Nomination of candidates for deputies starts 70 days and ends 40 days prior to the elections.
 
Candidates for deputies of the House of Representatives from political parties are nominated by the superior bodies of the political parties.
 
Candidates for deputies of the House of Representatives can be nominated by labour collectives during meetings of voters providing the collective comprises a minimum of 300 people and at least half of them participate in the meeting.

Candidates for deputies of the House of Representatives can be self-nominated, which requires the formation of initiative groups comprising at least 10 persons to collect a minimum of 1,000 valid signatures from voters in a given constituency in support of the candidate.

Registration of candidates for Deputies of the House of Representatives of the National Assembly of the Republic of Belarus

A decision to register a candidate for deputy of the House of Representatives is taken by the district election commission after it has verified the validity of the nomination documents.

Announcement of results of the elections to the House of Representatives of the National Assembly of the Republic of Belarus

The candidate who gets the most votes in their constituency is considered elected to the House of Representatives, if the elections are recognized valid.

Elections are considered valid when more than half of voters of a given constituency included in the voters’ list have participated in the elections.
