Fire has been one of the most often and common threat to public safety in cities. Considering the disadvantages of combining urban fire risk and fire protection capacity in current Urban Evaluation System, we propose to evaluate and compare urban fire risk and regional fire protection capacity by using GIS technology, analyzing main factors which affect urban safety and offering optimization strategy in areas with inadequate fire safety.
