    Protected Areas and Protected Places

    What are protected areas (PA) / protected places (PP)?

    PA/PP are places where special measures are needed to control the movement and conduct of persons for public safety and security reasons. PA/PP are declared by the Minister for Home Affairs, upon the successful application by the owner.

    How do I know whether a premise is declared as a PA/PP?

    Information on premises declared as PA/PP can be found on the AGC website.

    What are the enhanced powers for PA/PP under the Infrastructure Protection Act?

    cps5  Photography/videography of a PA/PP is not allowed without the owner's permission. Please approach the owners to seek their permission before you take photos/videos of the PA/PP. Information on PA/PPs that prohibit photography and the relevant points of contact can be found here. 


    authorised officers may exercise powers in the surrounding area  There are enhanced powers to secure the surrounding areas of PA/PP as well. 

    Guards may:

    • Request for identification
    • Direct persons to leave
    • Inspect belongings and vehicles for dangerous items

    Are there exemptions from the need to seek the Authority’s approval before taking a photo of a PA/PP?

    Persons with the following permits / licences and acting in accordance with the permit / licences are exempted from the need to seek the Authority’s approval before taking photos of a PA/PP.

    S/N  Exempted Activity  Relevant Permits/Licenses 
    i.   Photography from Unmanned Aircraft (UA) flights 

    Permits issued by SPF under Section 7 of Air Navigation Act (ANA) to allow photography of Protected Areas defined under the ANA.

    Permits issued by CAAS under paragraph 72F of the Air Navigation Order to regulate the operation of UA flights. 
    ii.  Photography by Autonomous Vehicles (AVs)  Licences issued by LTA under section 7 (1)(a)(i) of the Road Traffic (Autonomous Motor Vehicles) Rules 2017, which authorises the trial of AVs.

    How do I apply for my premises to be declared as a PA/PP?

    My premises have been declared as a Protected Area / Protected Place. What should I take note of?

    Do ensure that sufficient signs are put up to alert the public that your premise is a PA/PP.
    Information on the specifications of the signs can be found here (PDF 595KB). 
    You will also need to ensure sufficient security measures are put in place for the premise.

    I would like to exercise enhanced powers for the Protected Area / Protected Place. What should I do?

    Upon successful application, do ensure that sufficient signs are put up to alert the public on the enhanced powers that are applicable for the PA/PP.

    Security officers will be deployed to guard the PA/PP. What should I take note of?

    Only authorised officers can exercise the powers related to PA/PP under the Infrastructure Protection Act. Please ensure that only authorised officers are deployed at the PA/PP from Dec 2019. More information can be found at the bottom of this page.
