Policies

SUBJECT:    SCHEDULING AND ROUTING

 

          Bus routes are authorized by the Board of Education and any requests for a change must be submitted to the Superintendent or his/her designee. 

 

          Transportation services shall be provided to meet the needs of the students of the District within specified limits and areas established by the Board of Education. 

 

 

Alternate Site Delivery:

 

         Students living within attendance area established by the Board of Education will be eligible for transportation to and from a substitute residence within that attendance area.

 

         The District will provide pickup and/or delivery of students to places other than residence for babysitting and/or day care or work upon the following conditions:

 

         1.      The alternate site must be within the attendance zone of the residence of the students for

                  K-5 students. The alternate site for 6-12 students may be anywhere within the District.

                  Further, transportation to a licensed daycare center for K-5 students may be anywhere

                  within the District.

 

         2.      Delivery to and/or pick-up from an alternate site must be on a consistent basis from

                  week to week, for one or more days per week. Alternate site requests which vary from

                  week to week will not be approved, except on a temporary asis, in an emergency.

                 "Consistent" is defined as: the same day or days every week. Ex.: a Monday-Wednesday-

                  Friday alternate site in week one and a Tuesday-Thursday alternate site in week two

                  would not be approved.

 

         3.      Only one alternate site will be allowed in the afternoon and one alternate site will be

                  allowed in the morning. That is a student may be dropped off at one alternate site

                  or the student's residence on consistent days in the afternoon and the student may be

                  picked up from a different alternate site or the student's residence on consistent days

                  in the morning.

 

         4.      Alternate site service does not include delivery to clubs, lessons, parties or visits.

 

         5.      Temporary changes in alternate site delivery may be made for emergency situations

                  involving illness and vacation only. However, a written notice from a parent or guardian

                  must accompany the request. If this temporary change in delivery is for one to five

                  days, a bus pass received from the Building Principal will allow the student to be

                  delivered to a different site. If the temporary change is greater than five days then

                  an Alternate Site Form must be completed and submitted to the Supervisor of

                  Transportation. In an extreme emergency where written permission is difficult,

                  the Building Principal will review the particular situation and make a decision on the

                  appropriateness of alternate site delivery on a case by case basis. The Building Principal

                  will notify the Transportation Department of any such emergency change.

 

         6.      The Alternate Site Delivery Policy will be applied on a consistent basis to nonpublic

                  school students residing within the District. Specifically alternate site delivery to

                  non-licensed day care centers will be limited to the Frontier Elementary School District

                  attendance boundaries of the resident of the non-public student.

 

         7.      Applications for alternate site delivery must be completed and submitted to the

                  Transportation Department no later than August 1 of each year if Transportation is

                  expected for the beginning of school in that given year. The only exception to this

                  rule is when a child moves into the District after August 1 in which case alternate site

                  delivery will be made as soon as possible. Generally, any applications received after

                  August 1 will not receive alternate site delivery until October 1 of that school year.

                  Any Alternate Site Application Form received prior to August 1 but changed after

                  August 1 will not have the change honored until October 1 of that school year.

 

         Any elementary student living on or who has to cross one of the following roads and/or any railroad crossing shall be picked up on their side of the road and shall not be allowed to cross at any point.

 

         Route 20                                                   South Park Avenue (exclusive of Village of Blasdell)

         Route 5                                                     All railroad crossings

         McKinley Parkway                                  The viaduct on Amsdell Road

         Camp Road

 

         Pickup and delivery stops for secondary students living on the above roads or crossing railroad crossings shall be established on their side of the road or crossing. Secondary late run stops will be established to minimize crossing of the above streets and railroads.

 

Routing

 

         The Supervisor of Transportation, under the direction of the Assistant Superintendent for Business, will be responsible for establishing the safe and cost effective routing of buses owned and operated by the Frontier Central School District.

 

         The Supervisor of Transportation will develop maps denoting mileage and boundaries for each school building within the Frontier Central School District.

 

         Pickup and drop-off points shall be established by the Supervisor of Transportation. Students in grades K-6 (Effective 9/93 – grades K-5) may be required to walk one tenth (1/10) of a mile on either side of the pickup point. Students in grades 7-12 (Effective 9/93 – grades 6-12) may be required to walk a quarter of a mile(.25) on either side of the pickup point.

 

         Pickup and drop-off points shall be established where practicable for right side pickup at all stops.

 

         In dense residential areas the Supervisor of Transportation may establish pickups and drop-offs at intersections if the number of students in the area warrant it. In no case, in residential areas, will pickups and drop-offs be on an individual basis. (Exception – at mid-day, kindergarten students, as far as practicable, will have door-to door service.

 

         It is the intent of the Board that the number of students at a bus stop not exceed 15 at a given time. It is understood that there will be some exceptions to this rule. The transportation director will take this into account when scheduling routes, and will be responsible to monitor bus stops in order to achieve maximum safety.

 

         Pickups and drop-offs will be established on side roads as per the one tenth (1/10) guideline.

 

         Pickups and drop-offs will be made in areas where there are cul-de-sacs only if the bus does not have to back up.

 

         The Supervisor of Transportation is authorized to load buses to the seating capacity established by the State of New York for each bus used by the District. The following capacities represent 3 students per seat, and standees are permitted.

 

         66 passenger bus                                       66 seated                              13 standees

         60 passenger bus                                       60 seated                              12 standees

         59 passenger bus                                       59 seated                              11 standees

         30 passenger bus                                       30 seated                              6 standees

         16 passenger bus                                       16 seated                              3 standees

 

         Handicapped bus capacity will depend upon the Department of Transportation's sticker amount.

 

Scheduling of Regular Runs:

 

         The Supervisor of Transportation will establish routing for indistrict public and non-public schools so that no student will have to be on a run longer than one hour, (excluding late runs).

 

         The District's desired maximum run time is 45 minutes.
