Keynote discussion on launching the Conference on the Future of Europe: Perspectives for an interinstitutional agreement, expectations of the Member States and the European institutions

Under the auspices of the European Union will start the Conference on the Future of Europe (hereinafter: the Conference) in the autumn. The Ministry of Justice of Hungary and the Ferenc Mádl Institute for Comparative Law will hold an introductory online roundtable discussion about the Conference on 25 June 2020, starting at 10:00. The official language of the conference will be English. The topic of the discussion is the expectations about the Conference on the Future of Europe, with special emphasis on the expectations of the Member States and ensuring the participation of citizens in determining the course of the conference.

More about the Conference

In 2017, a new dialogue has started on the future of European integration and on the external and internal challenges facing it, within the frames of the European Union (EU). Continuation of this dialogue has been chosen as a flagship initiative by the EU institutions starting their mandate in 2019. Accordingly, already as a candidate for the presidency of the European Commission, Ursula von der Leyen strongly underlined the “Conference on the Future of Europe” (hereinafter: the Conference). The exact purpose and thematic framework of the Conference shall be defined by the three main EU institutions, while European citizens shall have a significant role in outlining its content. In its conclusions dated 12 December 2019, the European Council also mentioned the Conference, stressing the importance of wide-range consultation, of the equal participation of all Member States and of maintaining the interinstitutional balance. For the European Council, it is of utmost importance that the Conference contributes to the fine-tuning of EU policies. In this light, the Council has requested the Croatian Presidency to adopt the detailed Council point of view. The European Parliament adopted its opinion on 15 January 2020, in which it reserves a leading role in the course of the Conference. Due to the COVID-19 epidemic, the start of the Conference has been postponed and is expected to start in the autumn under the German Presidency.

 

The aim of the Conference shepherded by the three main EU institutions is to rethink the direction and institutional structure of European integration. Accordingly, the Conference provides an opportunity for a certain kind of self-reflection in Europe. Launching the Conference, as reflected by elections across Europe, is primarily substantiated by the tangible differences between the EU citizens’ expectations and the political priorities set forth by EU institutions. This is further reinforced by the fact that besides the successes of European integration, the efficiency of the operation and action of the EU has been criticized in many areas.
