Hong Kong full of life under ‘0+3’ scheme, says John Lee

Chief executive John Lee Ka-chiu said Hong Kong is full of life under the “0+3” quarantine scheme, with the city hosting different events and seeing a surge in inbound travelers.  

Speaking ahead of his weekly Executive Council meeting, the Hong Kong leader said the SAR government is keeping a close eye on the epidemic development to ensure the city reconnects with the world as far as risks could be effectively managed.  

After the implementation of the “0+3” scheme, Lee said the number of inbound travelers recorded in October is 2.3 times the figure recorded in September, while the figure for resident returning and flying out of the city in the same period have also increased by 60 percent and 50 percent, respectively.  

He noted that Hong Kong will host several international events, including the Hong Kong FinTech Week, a global finance summit that starts today, and the Hong Kong Sevens that kick off this Friday.  

Meanwhile, the chief executive said the global finance summit will be attended by some 200 guests - which is in line with expectations. He added that the three top bankers' absences were isolated incidents, with two having contracted Covid and the remaining one canceling his trip to Hong Kong due to a change in itinerary.  

When asked if authorities have double standards to allow participants of the summit to attend events in restaurants or private rooms, Lee said the SAR government has implemented measures accordingly to ensure the smooth running of the event.  

He said the special measures were implemented as far as risks could be effectively managed and that the SAR government will sum up the experiences in mapping out future anti-epidemic measures.
