Preserving Transcultural Heritage: Your Way or My Way?
Heritage 2014 – Proceedings of the 4th International Conference on Heritage and Sustainable Development
ComplexCity Istanbul: Managing a Global Heritage City2014 •
Under conditions of contemporary globalisation, a cross-border urban network is formed where global cities operate as key nodes for the flows of capital, information and service systems. Having important ramifications for cultural heritage discourse, heritage sites located in these cities play multiple roles: They create certain images for the cities, compete for intense tourist flows and business investments, and promote sustainable development. On the other hand, the development of sustainable solutions for the preservation of these sites and their transmission to future generations remain a great challenge due to the complexities emerging from the limitations of their existing urban governance and legislation systems, the complex decision-making mechanisms involving the participation of a broad range of local, regional, national and global actors, and the impacts of the rapidly increasing economic and urban development pressures. In this respect, this paper aims to understand and explain the complexities of managing heritage sites in global cities, to assess the existing urban heritage planning and management systems, and to identify effective strategies and instruments to cope with these challenges. This aim will be achieved through the employment of a case study where a large-development project threatening the values, integrity and authenticity of the complex urban heritage site inscribed on the World Heritage List within the global city of Istanbul is analysed. The assessment of this case will lead to the identification of complexities and analysis of tools adopted by different stakeholders to cope with the management challenges.
This book investigates what has constituted notions of "archaeological heritage" from colonial times to the present. It includes case studies of sites in South and Southeast Asia with a special focus on Angkor, Cambodia. The contributions, the subjects of which range from architectural and intellectual history to historic preservation and restoration, evaluate historical processes spanning two centuries which saw the imagination and production of "dead archaeological ruins" by often overlooking living local, social, and ritual forms of usage on site. Case studies from computational modelling in archaeology discuss a comparable paradigmatic change from a mere simulation of supposedly dead archaeological building material to an increasing appreciation and scientific incorporation of the knowledge of local stakeholders. This book seeks to bring these different approaches from the humanities and engineering sciences into a transdisciplinary discussion.

The Brazilian historic city Paraty undergoes a paradoxical situation of being a globalized tourist destination and a small colonial village, raised by the Portuguese as a harbour settlement, for its strategic situation for gold and coffee merchant paths. The impressive architectural ensemble of the historic core seems a shopping scenery, venue of international festivals, contrasting with the vernacular architecture of its surroundings and the outstanding natural landscape. This situation of being a global tourism destination, seeking to be recognized as World Heritage, is bringing impacts on the cultural diversity, particularly threatening community housing and the local rich intangible heritage. Local people work at the historic centre, but can’t afford leaving or shopping there. This paper searches to discuss the challenges of urban conservation policies, facing gentrification and market pressure in this case, where tourism leads life and economy of the city. This reflection raised from academic study cases with Architecture and Urbanism Graduate students.

Preserving Modern Architecture in a Post-colonial Context: Mozambique2016 •
Abstract | This essay focuses on the material heritage of the final period of Portuguese sovereignty in Mozambique (from the late nineteenth century to 1975) and is interested in deepening the knowledge of twentieth century architecture and of the particularities (ideological, technical, and material) involved in the conservation of architectural heritage and associated with the modern post-colonial context. The difficulties relate greatly to functionality, materials, the replacement of infrastructures, the urban surroundings, its maintenance, and patina, as well as the recognition of this recent heritage, and its protection by an official tutelage. Studies, the aging buildings, and the relationship between such different cultures (colonial and post-colonial) bring new challenges and discussion of issues that deserve consideration: 1) their "lifetime" proximity to our own epoch affects the (historical) distance required for properly interpreting and evaluating their significance; 2) we do not have accumulated knowledge or technical expertise to handle all the variety of Modern Architecture, considering that we are not interested in mastering only the technology, as the authenticity covers also the intention of the project and the created space, and the materials alone do not define architecture; and 3) the western notion of heritage has not found acknowledgment in areas of non- European roots, especially when related with colonial experiences. Keywords| modern architecture, conservation, cultural heritages of Portuguese influence, Mozambique, conservation in post-colonial context
The present study aimed to evaluate the understanding of the touristic value of Portuguese overseas monuments during Estado Novo, having as case-study the then colony of Angola between 1959 and 1974, years marked by the creation of the Information and Tourism Centre and the fall of the regime. Thus, considering the reality of the metropolis, we aimed to identify and analyse the evolution of tourism in this territory, as well the understanding and use of historic monuments by a nationalist regime as points of touristic interest and legitimisers of the national colonialism. We argue that during two different but totally complementary moments devoted to the relation between tourism and historic monuments of Angola, there was a real understanding of their touristic value. Besides that we claim that the believers of the touristic value of those monuments were very often advocates of the preservation or restoration of their pristine characteristics, an idea that we can affiliate to the thought of António Ferro to whom the success of tourism was extremely dependent on preserving and emphasizing the picturesque and idiosyncratic characteristics of those tourist destinations. To achieve our goals we have identified and analysed some tourism-related periodicals, thematic studies and legislation.
