0xC1900101 - 0x20004 when upgrading to 10159 or 10162 RRS feed

  • Question

  • When attempting to upgrade a system from 10130 to 10159 (and now 10162) I get a failure.  This failure occurs with the Windows update upgrade, as well as with the 10162 ISO.  It achieves 80% of the "Copying Files" portion of the installation process, which is 24% of the overall, and then it aborts and restores the old OS.

    The ISO based installation provided additional information:

    0xC1900101 - 0x20004
    The installation failed in SAFE_OS phase with an error during INSTALL_RECOVERY_ENVIRONMENT operation

    I have tried removing all devices attached by USB.  I have cleaned up the system, and reset the windows update services.  SFC and DISM run.

    Me too. Installed 10162 on 2 of my pcs but really buggered up this one with the same problem

  • Same here, can't update one of my PC's to 10058/10059/10062. Tried with windows update as well as ISO file upgrade. Removed OpenVPN, display drivers and other drivers but that hasn't helped so far.

  • I get this problem as well upgrading from 10130 to 10159 and 10162. I've tried upgrading via Windows Update and via an ISO on a USB stick. I don't really want to perform a clean reinstall either because it is a real PITA and I'd hate to have to do that every time a new version of Windows 10 is released. I hope this gets fixed soon.

  • Upgrade (using verified ISO) from 10130 to 10162 fails here as well. "Failure at first boot".

  • I have exactly the same problem.  I created an ISO from WU files for build 10162 (prior to Microsoft's prompt release of the ISO) which gives the same results. I noticed that someone had the same error when upgrading a Windows 8.1 Preview. The reported problem in that case was the Realtek audio driver. I uninstalled the Realtek driver and disabled the device, but the outcome was the same. I don't have time for a complete reinstall, so truly I hope someone can figure this out.

    According to your log file, it appears that this issue can be caused by network adapter to configuration.

    First, I suggest you try to remove the wireless Network adapter drive and then try to install the 10162 ISO from clean boot mode, since 3rd part app especially the security or firewall app.

  • I've tried with my Wi-Fi disabled as well just in case I had the same issue, but it didn't resolve the issue. But comparing the SetupErr.log from my upgrade:

  • In case this helps anyone, the upgrade issue I was getting was actually a blue screen in the WinRE phase - after the OS first reboots into the WinRE environment and shows the large progress circle in the middle of the screen. In this case, looking at the SetupErr.log and SetupAct.log didn't show anything useful as the upgrade progressed passed this point already. It would blue screen at the Copying Files 79% point (during the WinRE Phase) every time.

    I did watch this extremely helpful video from Ignite 2015 which actually covered the upgrade process in detail:

    With this knowledge I managed to resolve my upgrade issue by doing the following things (I'm not 100% sure which thing resolved the problem):

    1. Unplugged ALL USB devices (except USB Mouse and Keyboard) - including my WiFi USB device.

    2. Unplugged SATA DVD Drive (I've had some problems with this drive causing the machine to freeze when installing Logitech Mouse/Keyboard software which is a known issue and resolution).

    3. As soon first reboot occurred (just as the WinRE environment started up for the first time) I removed the USB device that contained the Windows 10 10162 installation - because all the files for this are actually copied to the boot drive in the computer before this point so the USB stick is not needed. The reason I did this was because I noticed just before the blue screen the USB device would flash a couple of times.

    Ideally I would have looked at a log of the WinRE phase progress, but I couldn't find any information on if one is generated or not - this might have given me more clues. Does this phase create a log file?

    Thank you for your response. I tried to upgrade to build 10162 with wifi disabled and lan disconnected, but I was still unable to upgrade to build 10162 via either Windows Update or with the certified ISO. The upgrade process blue screens and restores build 10130 when just under 80% of files are copied during the WinRE portion of the upgrade process. The error remains 0xC1900101 - 0x20004 (The installation failed in SAFE_OS phase with an error during INSTALL_RECOVERY_ENVIRONMENT operation.) I was able to upgrade to all builds prior to 10130 without a problem. I have no third-party antivirus or antimalware installed.

  • This is a desktop machine without a WLAN adapter installed (nor has there ever been).  How would I clear that out?

  • So after looking around a LOT more, I have found this error popping up on some Windows 7 and Windows 8 installations as well, and another one for Windows 10:

    While ultimately this has not yet gotten me a solution, it DID point me to a wireless adapter I had:  the xbox wireless controller.  I am uncertain how to fix this, however.  Deleting the mentioned registry keys just builds a new one with the same name (though only after the upgrade attempt).

    Still unsuccessful in getting this to work.


    EDIT: Was also unfamiliar with the proposed answer mechanism here; have unproposed the response, though it did help a user on this thread.

  • Well, the mechanism is simple. When you have your hardware in use the driver is blocked. Disabling/disconnecting  the hardware will "free" the driver. So the next thing is whether the problem is caused by the driver being used by the hardware or by the driver itself. This was found a few builds ago, where the new build tried to install a different(older) driver over the installed one, which ended up to a failed install. So disabling the Wi-Fi adapter & disconnecting the LAN was the solution. My particular answer came as a result of investigating the setuperr.log posted, where there was an error with the Miniport NIC .

    So there is clearly a driver upgrade issue. But the problem is that it might not always be the Network driver. In the case of the second user (bobtucker) the problem was not the Internet driver, but the printer driver. But no report from the user if my suggestion helped.

    Also, very weird, but there is a post in the Insider forums, where a user got the same block error by the mouse driver. The solution for the user was to disconnect the mouse.

    In conclusion: the error is caused by a driver; it might not always be the Network driver, but reading the two posted logs I came to the conclusion that the first error was related to the Network driver, the second-related to a printer driver.

    Since you have examined your logs carefully & found the problematic driver for you my suggestion would be to disconnect the Xbox controller, uninstall the driver (do not delete it from the registry-you now know that will not help), reboot & try again.

  • Thank you.  I did try uninstalling the xbox wireless adapter (it's very difficult to determine which driver is which, the referenced keys are insufficiently informative to tell me!), and to no avail.  There's no other wireless adapter I know of that I have ever attached to this system, but I was wrong about that before (I had thought I had never attached any, turns out the xbox controller used one!).

    And now my system doesn't even see 10166 as a downloadable option anymore.

  • Unfortunately build 10166 should be suspended. More info here-read the 7/13 Update entry. If the update is not yet suspended, you might try the following trick:

    Open Regedit. Navigate to HKLM\Software\Microsoft\WindowsSelfhost\Applicability\RecoveredFrom  and delete the values from this key. Then restart & check for updates

    I still have a 10162 ISO that I'm trying with.  My SP1 updated with no hassles, and there's a few enhancements to Edge that I want.  =)

    So I've been reviewing my setuperr log files, and there's something I've noticed:  the CONX error lines are prior to reboot and installation attempt, and 10 minutes before the installation failure.  Couple that with the fact that you see those error messages in *successful* upgrades, and I am less certain that they are relevant.  There is a line at the end of the log (the access violation line) which indicates it's fatal, AND it's after the installation reboot, and time relevant to the installation failure.  That line is this:

  • CONX is module, which is a Python based package that provides an API for neural network scripting, as far as I know. So it must be something in connection with network bridging. My suggestion is to disconnect any USB devices attached, delete the Panther folder or the whole C:\$WINDOWS.~BT directory & try again.

    You may try to disable Net Framework 3.5 as an additional option, as some users had problems with that one (although it does not seem to be related to your problem according to me, but just as a precaution).

  • I may try disabling .NET.  I've been running with nothing but keyboard and mouse connected since this began, as removing USB devices was the first thing I tried.  Have been cleaning out the $WINDOWS.~BT between every attempt.

    Thank you for your response. I did as you suggested. I removed the HP driver (the HP printer was/is never connected to the PC during upgrade). I then tried to upgrade to build 10162 with a clean boot, wifi disabled and lan disconnected. I am still unable to upgrade to build 10162 via either Windows Update or with the certified ISO. As before, the upgrade process blue screens and restores build 10130 when just under 80% of files are copied during the WinRE portion of the upgrade process. The error remains 0xC1900101 - 0x20004 (The installation failed in SAFE_OS phase with an error during INSTALL_RECOVERY_ENVIRONMENT operation.) I was able to upgrade to all builds prior to 10130 without a problem. I have no third-party antivirus or antimalware installed.

    Thank you for your suggestion concerning the HP printer driver. The HP driver may be a red herring here. I teach engineering at a large public university here in Bangkok, Thailand. Most current inkjet printers render Thai script poorly - so much so that Thai script in small fonts printed on an inkjet is often unreadable when photocopied. Several models of HP deskjets, however, print small font Thai script quite clearly, so there are a number of these printers in our department which are shared as needed. All of the PCs in the department have drivers for these HP printers. The department is testing upgrade to Windows 10 on about 10 PCs. About half of these PCs upgraded from build 100130 without difficulty, and all of these have the HP drivers. Due to your suggestion, I asked the IT folks to remove the HP drivers from PCs that failed to upgrade correctly with error 0xC1900101 - 0x20004. They did so and retried the upgrade. It made no difference. HP here says the driver is compatible with Windows 10, but I am not sure where that information comes from. Builds prior to 100130 upgraded correctly with the HP driver installed.

    The PC I am using still does not upgrade. I have attached links to the log files as indicated. Any help is truly appreciated.

  • I examined your new logs. It seems that the problem is caused by a network driver block. It seems the printer driver was bridged to your network driver & the bridging causes the driver upgrade block. My suggestion is to open Device Manager & disable all network drivers listed under Network Adapters. Then disconnect LAN cable & try again. If that does not help, try to disable your network card from Bios/UEFI, uninstall the drivers & try once more. There clearly is an issue in some connection bridging that blocks the driver to upgrade to a new one.

    If you decide to use ISO to perform the upgrade, I would suggest to disable Windows Updates when the installer asks. If you succeed with the install, you will be able to get the updates through Windows Update from within the new build.

    Thank you for your response. I disabled the all network drivers in device manager in Windows. I also disabled both wifi and bluetooth in hardware. (This is a new HP 15 inch laptop. One is unable to disable lan via BIOS/EFI.) I then tried to upgrade to build 10162 with a clean boot. I am still unable to upgrade to build 10162 via the certified ISO. (I am not able to attempt upgrade via Windows Update as all network connections are disabled and drivers uninstalled.) As before, the upgrade process blue screens and restores build 10130 when just under 80% of files are copied during the WinRE portion of the upgrade process. However, the process abends at a slightly later point than it did previously, and the setup action log reveals that all drivers are copied and shows the fatal error (discussed below). The logs reveal that the lan driver was a problem, but there is an even more fundamental problem in the upgrade process (unrelated to drivers) which led to the fatal error - which I will discuss below. The error remains 0xC1900101 - 0x20004 (The installation failed in SAFE_OS phase with an error during INSTALL_RECOVERY_ENVIRONMENT operation.) I was able to upgrade all builds prior to build 100130 without difficulty. I have no third-party antivirus or antimalware installed. All drivers used - even the network drivers that are now problems - are those supplied by Microsoft and therefore, presumably, certified for use with Windows 10. The problem appears to be in the in-place upgrade program included in all builds later than 10130.

    As performed here, the upgrade process abended just prior to the end of the WinRE. The setup action log (link below) suggests what happened: Upgrade configuration proceeded normally. Setup files are installed on the C:\ drive in C:\$Windows.~BT\Sources - just as you would expect. Similarly, the log file directory is set to C:\$Windows.~BT\Sources\Panther as expected. Setup creates the new OS directory at [F:\$Windows.~BT\]. Setup proceeds normally: The action log reports all driver migration actions actions complete successfully. But setup then cannot find the OS partition and setup abends. Both setup action and error logs reflect a fatal access error in F:\$WINDOWS.~BT\Sources\SetupPlatform.dll.

    The logs show that the problem is due to a failed bridging. So you may try to disable network bridging before the next attempt. Also I noticed that the upgrade process was unable to set up the homegroup. So the problem might be in the policies & the way Windows is configured-homegroup, workgroup or domain-see a possible cause & the solution here. What is your disk configuration: SSD, HDD-if the system & the recovery are splitted between those two disks, this might be a problem too? Build 10240 is released today. You might want to try & upgrade to that build.

  • Thank you for your prompt reply, but you are quite wrong on this one. The problem was not due to failed network bridging.  The fatal error was due to an access violation on drive F:\ when the operating system was migrated to Drive F:\ in WinRE. The logs are quite clear on this. As the WinRE operating system was active on Drive F:\ prior to First Boot, Drive F:\ had to suitable as a system drive - which meant it had to be minimally a primary partition on a simple volume. Drive F:\ was, however, a logical drive. Setup located the active operating system on a logical drive - which it cannot do. That resulted in a fatal error and abended setup.

    The solution was simply to repartition drive F:\ as a simple volume and format it - which created a primary partition on Drive F:\. Drive F:\, once so formatted, was therefore suitable as an operating system drive and the upgrade proceeded without a problem once that was done this morning.  Subsequently, I asked an IT technician to similarly recreate drive F:\ and upgrade an identical laptop that had proviously failed to upgrade with the same error. He was successfully upgraded that laptop without removing the HP printer drivers or disabling the network (although the system was disconnected from the network during upgrade. The setup action log shows all driver actions completed successfully.

  • I'm receiving a clock watchdog timeout during the WinPE phase.  It gets to 24% overall and 82% copying files and then bluescreens with the watchdog info.  When I look at the error log I see the following.  I've ran sfc /scannow with no issues as well as the dism restorehealth command.  I've even removed hidden devices in device management.  I have to say this has been a bug since build 10130 for me, I haven't been able to upgrade since.

  • It has to do with https://support.microsoft.com/en-us/kb/3064209 which is integrated in current build. When I install this update on 8.1 it also hang on boot

    I appreciate the effort you're putting in here.  I continue to have the same error log with 10240 as I did with initially 10159 from 10130.  I have removed every externally connected device from my system with exception of my monitors (but including mouse and keyboard!).  I have disabled network drivers, plugged in the xbox controller wireless adapter so I could uninstall its driver, unplugged the NIC, uninstalled the NIC, tried from ISO, removed printer drivers (I have a wireless HP printer), removed hidden devices, cleaned my drive and more all to no avail.  Unlike Bobtucker (who otherwise has an identical log to mine), my installation is on the C drive, though I do have multiple drives on system.  All are dynamic partitions, with no real way to change them back to simple partitions, so I really REALLY hope the fatal access violation was not due to drive issues.

    I'm not reattaching the latest error log as, aside from timestamps, it's the same.

    Can you attach your setup error log file for your successful upgrade, if you read this?  It may shed some light.

  • I had similar errors and tried everything but unfortunately nothing worked.

    So like I mentioned earlier I did a fresh install and it worked.

    I was able to activate temporarily with commands from the following website:
