I watched the video of the shooting. The plains clothed office screwed up. He had his finger on the trigger, perhaps flinched, and fired one shot. No opportunity, intent, or capability to justify using deadly force. He immediately lowered his firearm off target. No followup shots. He did not scan for other threats. Instead, he looked down at his firearm as if he was surprised it went off. This was amateur hour at the Capital. I am guessing that he is one of those police officers that only goes to the range twice a year. If this is the state of training of police officers in DC, well, the country is doomed.
