'Drunk' mom is filmed being pinned to the ground and arrested for child abuse after letting her son, 11, drive golf cart at exclusive North Carolina resort

A mother-of-two on a luxury family vacation in North Carolina was pinned to the ground and shackled at the arms and legs for allowing her 11-year-old son to drive a golf cart back to their $1,000-a-night cottage.

Julie Mall, 43, from Charlotte, is accused of being intoxicated at the time of the incident on Bald Head Island, about 20 miles south of Wilmington, in July 2015.

Mall and her family have been vacationing for years on the island, which replaces cars with golf carts.

She says she allowed their son to drive the cart two blocks back to their cottage, when suddenly a police golf cart with flashing lights pulled them over.

Inside the cart at the time was Mall's husband, Scott, their 11-year-old son Josh and nine-year-old daughter Erin, her niece Stephanie Phelps, 22, their Golden Retriever, Rocket.

'Immediately he started berating us,' Mall told The Charlotte Observer.

'He was saying 'How old is this kid?' 'Are you guys drunk?' 'I could write you up for child abuse.' '

Mall, who maintains she had one glass of wine with dinner hours earlier, told her niece to take the children home, because her son had started crying.

Mall says that, once her niece and children were gone, she approached the officer. 

'I said, ''You ought to be ashamed of yourself,' and I stuck my finger in his face'',' she said.

The officer radioed for backup because he didn't have a citation with him.

When a group of other officers arrived, Mall said she was standing on the road on her cell phone, but the road had been blocked off. The officer then approached her, she said. 

'He said, 'You need to go back to your golf cart or I'm going to cuff you,' ' Mall said.

'He lunged across at me, twisting my arm behind my back. I'm hysterical. I've never been that scared of anything in my life.'

Scott Hall said his first instinct was to film what was happening to his wife, who can be seen kicking and screaming on the ground as she is handcuffed.

She was shackled at the arms and legs and taken to the station, where she was charged with resisting a public officer, intoxicated and disruptive behavior and misdemeanor child abuse.

Police have not commented on the incident, however the police report states that both Julie Hall and Scott Hall were intoxicated when their cart was pulled over for being driven by an underage driver.

Julie Mall was 'agitated and loud, standing in the middle of the street and interfering with passing vehicular and pedestrian traffic,' the report said. 

The arresting officer said she refused to move off the road, and so he moved to arrest her.  

'In attempting to secure the custody of the female, same dropped to the ground and began screaming and flailing around, refusing to surrender her hands or obey officer commands,' the report said. 

After being charged, Mall was escorted off the island. She was taken to a ferry, where passengers where waiting for the boat, however they were told they would have to wait for another boat, because the next one was transporting a prisoner to the mainland.

Bald Head Island has replaced cars with golf carts. You have to be 16-years-old to drive a cart and have a valid drivers permit 

Bald Head Island has said that it supports how its officers reacted and handled the situation. 

'As to the specific incident involving Julie Mall, the village believes the arrest report, which is a public record, speaks for itself, a spokesperson said in a statement.

'The village denies any allegation that she was treated anything other than as professionally and courteously as the circumstances would allow.'

Mall was summoned to court twice - in August and October - however the charges against her were dropped when the arresting officer failed to show up for both dates.

The charges could be reinstated by the district attorney’s office any time up to two years after the offense, under North Carolina law.

Mall is worried the charges might affect her charity work and volunteering at her children's school, where regular background checks are performed.
