City Council
The residents of Huntington Beach are represented by a seven member, part-time City Council. The City Council establishes policies and priorities for the provision of effective and efficient municipal services. The City Council is the city’s legislative authority and sets the policies under which the city operates. The City Council’s duties include establishing goals and policies, enacting legislation, adopting the city’s operating budget, and appropriating the funds necessary to provide service to the city’s residents, businesses, and visitors. Huntington Beach’s mayor is selected annually from among the City Council Members and is charged with running the City Council meetings and representing the city throughout the community and region.

City Council Meetings
The City Council meets the first and third Monday of each month. Unless otherwise announced, the meetings are held in the City Council Chambers at 2000 Main Street and typically begin at 4 P.M. with a study session or closed session meeting. The televised portion of the City Council meeting starts at approximately 6 P.M. and can be viewed on cable television on channel 3.
Council meetings are webcast live and also archived on the city's website.
The Public Comments portion of the meeting is at the beginning of the meeting. During Public Comments anyone may address the City Council on any issue for a maximum of three minutes.
The City Council meetings are rebroadcast on the city’s cable television station (cable channel 3) Tuesday at 10am and Wednesday at 7pm.

City Council Salary and Compensation
Section 302 of the City Charter sets a stipend of $175 a month for each Council Member it also states that "each member of the City Council shall receive reimbursement on order of the City Council for Council authorized traveling and other expenses when on official duty upon submission of itemized expense account therefore. In addition, members shall receive such reasonable reimbursement to them of other routine and ordinary expenses, losses and costs imposed upon them by virtue of their serving as City Council Members."
Based on this provision Municipal Code 2.28 was adopted in 1989. It sets an additional monthly allowance of $698 per month for each Council Member and $936 for the Mayor to be adjusted annually by the consumer price index for all urban consumers, all items, 1982-84 equals 100, published by the United States Department of Labor, Bureau of Labor Statistics, for the Los Angeles/Anaheim/Riverside Metropolitan Area (CPI). Further, such expense allowance need not be accounted for by the recipient.
Since that time, the City Council has waived the annual CPI increase on several occasions, and when approving the 2009/10 budget, they voted to reduce this allowance by 10 percent. At the present time each Council Member receives approximately $1219 a month or $562.62 bi-weekly. The Mayor receives approximately $1709.54 a month or $789.02 bi-weekly.

Statements of Economic Interests
The City Council Members are elected officers identified in Government Code Section 87200 and file statements of economic interests with the City Clerk's office. Copies of the statements of economic interests filed by the above elected officers may be obtained by visiting the offices of the Fair Political Practices Commission (FPPC) or the City Clerk.
