...the official answers are back from the Louisiana GOP about their caucus:

Approximately two-thirds of the individuals who cast provisional ballots have been identified by their respective Registrar of Voters as registered Democrats or Independents as of the November 30 deadline. Their ballots, of course, will not be counted nor added to the totals of any district.

As it happens, they were using old voter lists to check off voters who came in. The 650 or so who did not show up on the old lists were given the chance to cast a provisional ballot, but many of them turned out to be non-Republicans.
