OHCSF & The FCSC - Relationship

The Federal Civil Service Commission is one of the Executive bodies that maintain close relationship with the Office of the Head of Civil Service of the Federation. While the Office of the Head of Civil Service of the Federation is mainly pre-occupied with structural operations, personnel matters, morale in the Federal Civil Service, and other statutory functions mentioned earlier, The Federal Civil Service Commission is empowered to make appointments, including transfers and secondments and to exercise disciplinary control over all Federal Civil Servants. The Federal Civil Service Commission liaises regularly with the Office of the Head of Service of the Federation. All staff of the Federal Civil Service Commission with the exception of the Chairman and Commissioners are civil servants directly under the control of the Office of the Head of Civil Service of the Federation.

The Civil Service commission has the responsibility for:

 

  • Representation of the Commission (Civil Service Commissioners) at the Senior Staff         Committee (SSC) meetings of Ministries/Extra-Ministerial Offices and Pool Offices;

  • Consideration and approval of recommendations on Disciplinary cases of officers on Salary Grade Levels 14-15 by the SSC of  Ministries/Extra-Ministerial and Pool offices submitted through the Office of the Head of Service.
      
  • Consideration and approval of discipline of officers on Salary Grade Levels 07-13 by the Senior Management committee (SMC) of  Of Ministries/Extra-Ministerial Offices and Pool Offices;
  • Recruitment of Officers on Salary Grade Levels 07-17 after Consultation with the relevant Ministries/Extra-Ministerial Offices and Staff Pools;
     
  • Ratification of promotion by Ministries/Extra-Ministerial Offices and Staff Pool Officers on Salary Grade Levels 07-14 and conducting promotion interviews/exams for officers on G.L. 14 and above across the service;
  • Serving as appellate body on matters of appointment, promotion and discipline; and
  • Updating and issuance of guidelines on Appointments, Promotions and   Discipline.
