The Commission for the Implementation of the Constitution (CIC) held a meeting with a delegation from the “Comparative Constitutional Law Project” at the University of Chicago School of law and the International Development Law Organization (IDLO) to reflect on the Kenyan Constitution Implementation Process and discuss ways of safeguarding the process to ensure effective implementation including enactment of laws, policies, and administrative procedures. Vice Chairperson Dr. Elizabeth Muli and Commissioners KibayaLaibuta and Ms. Catherine Mumma led the CIC team. The team of experts featured Professor Tom Ginsburg, and Eric Alston who have both been working on the Comparative Constitutions Project at the University of Chicago School of Law. The objective of the project is to investigate the sources and consequences of constitutional choices. To this end, Investigators in the project have collected data and analyzed over 3000 constitutions in the world. The two experts shared an analysis of the implementation process based on primary and secondary data. The meeting further discussed challenges encountered and gains made in implementing the Constitution of Kenya. Professor Ginsburg is an internationally renowned constitutional law expert and he will be featured in a series of discussions and lectures organized by IDLO where he is expected to provide an analysis of the Constitution of Kenya from the perspective of “The Endurance of National Constitutions,” a work he co-authored with the other principal investigators and directors of the Comparative Constitutions Project (CCP).
