Dear Jeffrey, I’ve read the article of Dr. Jalalian and I don’t agree with one of the warnings he includes in his “to do/not to do” list to guide authors. He says that authors should ignore all call for papers emailed directly to them. Well, in the past 8 years, I’ve been the editor of a couple of journals in Latin America and I must say that many journals of the region do that same thing, precisely, over and over. They write directly to researchers and professors in order to ask them for a paper or to invite them to help to spread the call among other colleagues… at least it’s the way many Latin American journal editors work as many of our journals are not as well-known as the English speaking journals (as you should know, in the last few years some Latin American journals have started to be included in JCR or Scopus, but most of them are still in the bottom of these indexes because of their IFs).
Editors here go after papers, especially if their journals are still not very strong and if they’re trying to make a good job and a good peer-review process (sometimes to get 7-10 papers approved to publish an issue, you should get at least 30, 40 or more). The big difference, and that’s what Dr. Jalalian misses to emphasize, is that authors should make a distinction or look carefully to the journals that ask them directly to submit a paper and then send a bill when the paper gets easily approved (the timeline of the peer review is also a key issue; if you make it right it can take several months). The Latin American journals that I’m referring to here do not charge a cent for publishing. They’re completely supported by universities.
Being invited at a personal level to submit a paper is an honor. However, I am quite put off by mass-mailed nagging. This is nothing more than spam. I do not take it to be from a legitimate publisher.
“Research Technology Management” is a new addition to the list, isn’t it? Hilariously, the “Meet Our People” section and half the Archived Articles links are still filled with Lorem Ipsum:

I received a wave of spam from them in December. Alternating with spam from Jokull, Bothalia, Wulfenia, Ciencia ETV, Mitteilungen Klosterneuburg and Sylwan… adding to the suspicion that those journals at least have all been hijacked by the same people.
In further confirmation, the spam e-mails all include “de-subscribe” links to the same “Arena of Science” junk-publisher website.
Ah, I see now that Kasmera is in the list (but currently out of alphabetical order)
I will work on fixing that next year.

Okay, now I think I understand. There is a journal on my standalone journals list entitled Magnt Research Report. However, this is not a predatory journal. Instead, it is a legitimate journal that has been hijacked.
The legitimate journal is chiefly a print journal rather than an online journal, and it is irregular. It does not have a strong web presence.
I will remove this title from my standalone journals list and put it in my hijacked journals list.
The title confused me. I thought “Magnt” was an abbreviation for “management.” However, it really means “Museums & Art Galleries of the Northern Territory.”

I have already investigated this. I have this journal included as a regular predatory publisher on my list here. The listing contains two links, here and here. The second link is now dead, so there is now only one website for the journal. I do not see evidence that it is a hijacked journal, but I do have this journal included here in my list of questionable journals.

While I realize some internet problems are ephemeral, some may also indicate an ongoing technological instability with the journal. I think it is acceptable for you to email the journal and tell them you wish to withdraw your manuscript. Request a confirmation and save it. Hopefully their email works.

The claimed hijacked Journal Wulfenia accepted my manuscript which is related to Mechanical Engineering and requested a payment with no identification to method of payment even after I contacted the Editorial board. Because of the above list and some credible reports about methods of research and journal hijacking. I decided to filter this journal out from my e-mail address and to resubmit my manuscript to another authentic journal. May Allah bless those who made this list available to general readers. It says the journal is the official website for Cumhuriyet University. It has been indexed by thomson-reuters but the link in thomson-reuters does not work.
The URL seems legitimate but I think the journal seems strange.
