Career Information Management System (CIMS)In support of the Navy Career Development Program (CDP), Command Career Counselors are required to use the Career Information Management System (CIMS) in accordance with OPNAVINST 1040.11D.

CIMS automates CCC office procedures and provides the ability to create and maintain Sailor Career Counselor Records, prepare for and document Sailor Career Development Boards (CDBs), view the Electronic Service Record (ESR), track status of transactions such as SRB request or commissioning program applications, obtain reports, and generate forms and certificates.

IMPORTANT System Notes: 

  • The following NISPS account changes are being implemented regarding the expiration and removal of NSIPS web accounts.  This does not apply to NSIPS Web Afloat accounts as these changes will be implemented separately.

     NSIPS/ESR/CIMS or other NSIPS web environment accounts will now remain active for 60 days vice 30 days from the last log-in date.  Individual's who have multiple accounts will only have to log into at least one of their accounts prior to 60 days for all their NSIPS/ESR/CIMS or other NSIPS environment accounts to remain active.  A system generated email will be sent as a reminder after 50 days of inactivity.  After 60 days with no use, all NSIPS/ESR/CIMS or other NSIPS environment accounts assigned will be identified as inactive and locked.  Users who have multiple accounts will be required to unlock and log into one of their authorized accounts successfully. Within 24 hours, other valid accounts assigned to the user will be systematically unlocked.

     Except for NSIPS Self-Service accounts, users must log into each account within 180 days or that particular account will be flagged as inactive and deleted after 180 days.  A system generated email will be sent as a reminder after 170 days of the inactivity for each individual account.

     Additional security enhancements require the NSIPS LOGON ID adhere to the system generated NSIPS format containing the individual's DODID.  NSIPS Web Self Service accounts not conforming to the NSIPS standard format will be deleted as the user can easily recreate their NSIPS Self-Service account (using their own CAC Card) via the "NSIPS Self-Service (New Users)" link on the NSIPS Splash Page.  Other NSIPS/ESR/CIMS users whose account(s) do not conform to the NSIPS standard format will be notified by separate action to create new accounts and remove existing non-compliant accounts.

  • If you are having difficulty assigning Dept/Div Counselors in CIMS and are receiving an error, check with your Command Leave Administrator (CLA) and ensure that both of you are using the same departments/divisions names (the CLA's list will override CIMS).  If you are on a ship that is not currently using eLeave, you can create a CLA account for the purpose of addressing this issue.  However, you MUST NOT set up the eLeave log or use eLeave until you receive authorization from your TYCOM. 
  • If you are a Dept/Div CC attempting to access a record and receive the error message, "You are not authorized to access this record," your CCC needs to assign you as a Dept/Div CC and grant you access to the records.
