On 19 May 2014, the Premier announced a renewed Economic Development Board to address challenges facing the State’s economy. The EDB is made up of business and community leaders with expertise and experience in a broad range of areas including: banking and finance; agribusiness; resources and energy; regional development; health and medical research; industry development; higher education; science, innovation and commercialisation; urban renewal and public policy.

Raymond Spencer – Chair
In 2009, Raymond Spencer returned to Australia following 35 years of living and working in the USA, India and Europe.
Raymond was appointed Chairman of the Economic Development Board on 1 January 2011. Raymond is Chairman of the South Australian Health and Medical Research Institute (SAHMRI). Raymond is also Chairman or a board member of a number of private and public companies in Australia and the USA. Raymond brings more than thirty-five years of leadership in international business management, organizational culture and mergers and acquisitions.
Raymond was born in Adelaide and attended law school at the University of Adelaide. He was inducted to the Chicago Area Entrepreneur Hall of Fame in 2003 and was named Ernst & Young Entrepreneur of The Year 2005 for the Illinois Region. Raymond was named a Laureate in the Computerworld Honors Program, which distinguishes innovators around the world whose visionary use of information technology produces and promotes positive social change and in 2013 was awarded an Honorary Degree of Doctor of Humane Letters by the University of Arizona.
David Knox – Deputy Chair
David Knox is an oil and gas industry executive and former Managing Director and CEO of Santos Limited from 2008 to 2015. Previously David was Managing Director for BP Developments in Australasia from 2003 to 2007.
David has worked for BP in the United Kingdom and Pakistan, and has held management and engineering positions at ARCO and Shell in the USA, Netherlands, the United Kingdom and Norway.
David is originally from Edinburgh, Scotland and has a BSc Hons in Mechanical Engineering and an MBA. He is a fellow of the Australian Academy of Technological Sciences and Engineering (ATSE), and Engineers Australia. David is a member of the Commonwealth Science Council, a director of the CSIRO and was formerly Chair of the CSIRO Energy Advisory Board. He is also a board member for the Adelaide Botanic Gardens, the Adelaide Festival and the Migration Council.
Terry Burgess
Terry Burgess is the Chairman of the Tonsley Project Steering Committee, established in December 2014.
Terry has over 40 years’ experience in the mining industry having worked internationally before coming to Australia in the early 1990s with his family. He was MD & CEO of OZ Minerals from 2009 to 2014 and prior to that Head of Business Development for the Copper Division of Anglo American plc in London, Managing Director and Head of Metals & Mining for ABN AMRO Bank in Sydney and Amsterdam and MD & CEO of Delta Gold and its successor AurionGold in Sydney.
Terry is current President & Councillor of SACOME (South Australian Chamber of Mines & Energy), a past Board Member of the Minerals Council of Australia and past President of the Australian Gold Council.
During Terry’s time with OZ Minerals, he was active with a number of initiatives in South Australia and was the proponent of the OZ Minerals’ Annual Copper Sculpture Award as part of the SALA Festival (South Australian Living Artists).
Terry is a metallurgist, a qualified management accountant and a graduate member of the AICD.
Sue Chase
Sue Chase is the Executive Chair and Managing Director of Cowell Electric Supply Pty Ltd, a business she purchased in 2001.
Cowell Electric specialises in working in regional and remote areas of Australia in the design and construction of overhead and underground power lines, the provision of mining essential services, such as power, water, waste water, air conditioning, refrigeration, gas, concreting and civils. Recently Cowell Electric was awarded a contract to operate and maintain power stations and electricity systems throughout remote parts of SA including the APY Lands. Over 60% of Cowell Electric’s work comes from the mining, oil and gas industries. The business also services the defense industry at Woomera and constructs underground electrical reticulation for new land subdivisions.
Sue has an accounting, finance and management background, and has over 30 years experience at Board level, not only with Cowell Electric, but also with other SME businesses including CBM Industrial Radiators Pty Ltd (an industrial radiator manufacturing business based in Adelaide), Thermoview Pty Ltd (a thermographic imaging consultancy business) and various Government Appointments such as TAFE Regional SA, Business Development Council, and Not for Profit, , Resources and Energy Skills Alliance (RESA). Scotch College Council of Governors and as Chair of the Scotch College Foundation.
Sue is a Fellow of the Australian Institute of Directors, having completed the Company Director’s Diploma and Mastering the Boardroom course. Over the years, Sue’s experience and achievements have been recognised by the following awards:
- Telstra 2009 SA Business Women of the Year
- Telstra 2009 SA Commonwealth Business Owner of the Year
- 2008 Ernst & Young Entrepreneur of the Year Finalist
- 2003 Churchill Fellowship to study small scale wind farming in relation to technical and financial feasibility for the development of community co-operative wind farms in regional and remote areas of Australia.
David Garrard
David is a member of JP Morgan Australia’s Advisory Council. Previously David worked in various roles at JP Morgan over a 25 year period in both Sydney & London.
David is a member of the Investment Advisory Board of The Salvation Army, The Salvation Army Foundation and the Compliance Board of Vinva Investment Management. He is also an executive coach with Foresight Global Coaching. Previously, David was a Non-Executive Director and Audit Committee member of HomeStart Finance.
David holds a Bachelor of Economics from Adelaide University and is a Member of The Securities Institute, London.
Ms Jodi Glass
Jodi Glass is a performing arts producer with expertise in producing and touring new theatre productions nationally and internationally.
She was appointed to the position of Executive Director of the State Theatre Company South Australia in December 2016. Prior to this she was the Executive Producer of Slingsby, an award-winning theatre company based in Adelaide that she co-founded in 2007. In nine years Slingsby has performed in 68 venues in 43 cities around the world including sold out seasons for the New Victory Theatre on 42nd Street, New York, and the Adelaide Festival of Arts. Jodi was previously the Chief Executive Officer of the Adelaide Fringe, where she led the organisation’s rapid expansion to become the second biggest open access arts festival in the world. In 2005 she was appointed a Life Member of the Adelaide Fringe in recognition of contribution.
A Graduate of Curtin University with a Bachelor of Arts (First Class Hons) and the Australian Institute of Company Directors’ Company Directors Course, Jodi was a 1997 recipient of an Asialink Arts Management Residency with the Setagaya Public Theatre in Tokyo. She has twice been a South Australian Finalist in the Telstra Business Women’s Awards.
Jodi currently serves on the Boards of the Australian Network for Art and
Technology and State Theatre Company of South Australia and is the Friends’ Representative for Adelaide Festival Corporation.
Lily Jacobs
Lily Jacobs is a Senior Development Manager at Lendlease, focusing on new strategies for urban regeneration and mixed use development. She was formerly CEO of Renew Adelaide from 2012 to 2016, a not for profit organisation that fosters entrepreneurs in vacant space. In that role she oversaw the organisation’s growth from seed to providing opportunity for over 100 South Australian businesses to get a start through property. Lily finished dux of her law degree from Flinders University.
She has had a long interest in the renewal of urban spaces and the potential to drive change though property regeneration, cultural change and economic development. Lily is also a member of the board of the Botanic Gardens of South Australia, and the board of Renew Adelaide.
The Hon. Rob Kerin
Rob Kerin served as Deputy Premier from 1998 – 2001 and as Premier of South Australia in 2001 – 2002. Rob served as Leader of the Opposition from 2002 – 2006.
Rob currently holds the position of Consultant, Executive Chair of Primary Producers SA, Chairman of Regional Development SA, Director of South Australian National Football League, Deputy Chair SA Community Football Board, Deputy Chair Australian Country Football Council, Deputy Chair of Variety (SA), Board member of Brand SA, Ambassador Adelaide Football Club, Number One ticket holder West Adelaide Football Club.
Rob has completed major consultancies including: restructure of Regional Development Boards to RDA’s in SA 2009-10, Review of 2010-11 Grain Harvest Operations and Recommend Operational Changes for Viterra Grain Handling System, Restructure of Primary Producer representation in SA.
Professor David Lloyd
Professor David Lloyd was appointed to the University of South Australia as Vice Chancellor and President in 2012. A Dublin-born and educated chemist who specialises in computer-aided drug design, Professor Lloyd has re-focused institutional culture to position UniSA as Australia’s university of enterprise and to shape its activities to better meet the challenges of the 21st century.
In 2014 Professor Lloyd was appointed to the South Australia Economic Development Board (EDB) and in 2015 he was appointed Chair of the Australian Technology Network group of technology-focused universities.
Before joining the University of South Australia, Professor Lloyd was Vice-president for Research and later Bursar and Director of Strategic Innovation at Trinity College Dublin – one of Europe’s oldest and most prominent universities. Professor Lloyd was Chair of the Irish Research Council and prior to academia, worked in the pharmaceutical industry in the United Kingdom. He holds an honorary Professorship from Tianjin University and is a Fellow of the Royal Society of Chemistry.
As a specialist in computer-aided drug design, Professor Lloyd headed Trinity College’s Molecular Design Group and brings with him a strong background in research commercialisation, patenting and spinning out research. He also worked as a senior scientist in applied design at De Novo Pharmaceuticals, Cambridge.
David is qualified with a Bachelor of Science (Honours) in Applied Chemistry and a PhD in Medicinal Organic Chemistry from Dublin City University. He additionally holds an MA (j.o.) from Trinity College Dublin and an Honorary Doctorate from Sir Terry Pratchett’s fictional Unseen University.
Professor Tanya Monro
Professor Tanya Monro is Deputy Vice Chancellor Research and Innovation and an ARC Georgina Sweet Laureate Fellow at the University of South Australia.
Tanya was the inaugural Director of the Institute for Photonics and Advanced Sensing (IPAS) from 2008 to 2014 and was also the inaugural Director for the ARC Centre of Excellence for Nanoscale BioPhotonics (CNBP) at the University of Adelaide.
Tanya is a Fellow of the Australian Academy of Science (AAS), the Australian Academy of Technological Sciences and Engineering (ATSE) and the Australian Institute of Physics. She is a member of the Prime Minister’s Commonwealth Science Council (CSC), the Commonwealth Scientific and Industrial Research Organisation (CSIRO), the AAS National Committee for Physics and South Australian Economic Development Board. Professor Monro’s considerable board experience includes chairing the Deputy Vice Chancellor Research Group of the Australian Technology Network of Universities and the National Youth Science Forum Council (NYSF). Tanya is also an inaugural Bragg Fellow of the Royal Institution of Australia (RiAus).
Dr Leanna Read
Dr Leanna Read is the Chief Scientist for South Australia. Other current appointments include chair of the South Australian Science Council and of the Cooperative Research Centre for Cell Therapy Manufacturing; board member of a biotechnology company; and member of Council for the University of South Australia. Leanna is a long-term member of BioAngels, an Adelaide-based Angel investor network.
Previous roles include founding Managing Director and CEO of biotechnology company, TGR BioSciences Pty Ltd as well as CEO of the Cooperative Research Centre for Tissue Growth and Repair.
Leanna’s industry and research contributions have been recognised by appointment to federal boards including the Prime Minister’s Science, Engineering and Innovation Council, the Industry R&D Board and the Future Manufacturing Industry Innovation Council.
A Fellow of the Australian Academy of Technological Sciences and Engineering and of the Australian Institute of Company Directors, Leanna has received a number of awards, including an Honorary Doctorate from the University of South Australia, the 2006 South Australian of the Year (Science and Technology), and the 2011 Central Region winner of the Ernst & Young Entrepreneur of the Year in the Technology Category.
Professor Göran Roos
Göran Roos is one of the founders of modern intellectual capital science and a recognised world expert in this field as well as a major contributor to the thinking and practice in the areas of strategy and innovation management as well as industrial and innovation policy. Göran is the author and coauthor of over one hundred books, book chapters, papers and articles on Intellectual Capital, Innovation Management, Strategy and Industrial Policy many of which have been recognised with awards.
Göran is a member of the Economic Development Board of South Australia, the advisory board for Investment Attraction South Australia, and of the Council for Flinders University. He is a Stretton Fellow appointed by the City of Playford at University of Adelaide; Adjunct Professor at Entrepreneurship, Commercialisation and Innovation Centre, University of Adelaide; Adjunct Professor at University of Technology Sydney Business School; and Adjunct Associate Professor in the College of Business, Nanyang Business School, Nanyang Technological University, Singapore. Göran is a fellow of the Australian Academy of Technological Sciences and Engineering (ATSE) and of the Royal Swedish Academy of Engineering Sciences (IVA).
Dr Mike Rungie
Dr Mike Rungie, has specialised understanding how people live well in their 70s, 80s, 90s, undertaking a variety of studies, research projects and service trials (including as a Visiting Scholar with Prof Wolf Wolfensberger, and a Churchill Fellowship).
He is the former CEO of ACH Group and has led SCH Group in trialling Service Models that enable older people to not only receive high quality care, but in a way that enables high quality life (including ViTA – a teaching, re-enablement service for older people). Dr Rungie currently works with a number of organisations and networks developing scalable strategies that have citizenship and productivity for older people at the centre of what they do.

Dr Don Russell
Dr Don Russell is the Chief Executive of the South Australian Department of Premier and Cabinet.
Prior to his appointment, Don was the Chief Executive of the South Australian Department of State Development. Dr Russell was previously the Secretary of the Department of Industry, Innovation, Climate Change, Science, Research and Tertiary Education from 2011 to 2013. Along with Independent Chairperson of State Super, a role that he held from January 2008. State Super is a $38 billion fund that manages public service defined benefit schemes for the NSW State Government.
Until March 2010, Dr Russell was the Global Investment Strategist at BNY Mellon Asset Management Australia. BNY Mellon is a global investments company.
Between 1997 and 2000, Dr Russell worked for Sanford C. Bernstein, a research and money management firm in New York. Between 1985 and 1993 and again in 1996, he was Principal Adviser to the Hon Paul Keating both during his time as Treasurer and Prime Minister. Between 1993 and 1995 Dr Russell served as Australia’s Ambassador to the USA in Washington. He has a PhD from the London School of Economics, a MEc from ANU and a BEc (Hons) (First) from Flinders University. Don also holds the Chartered Financial Analyst designation (CFA) 2007.
