Driving a foreign registered vehicle in Norway?

All foreign and domestic vehicles must pay road tolls in Norway. Register your car in order to be charged the correct toll rate.

You have two payment options when driving in Norway:

  • Register a user agreement and get a toll tag from a toll service provider prior to your arrival to benefit from the discounts available

or

  • Register with Epass24 to ensure you pay the correct rate for your vehicle with one easy payment by credit card or invoice

Remember: It is not possible to get a toll tag for a private car at Norwegian border crossings. Toll tags are only available at the border for heavy goods vehicles above 3.5 tonnes.

More about how it works in Norway

The Norwegian Public Roads Administration (NPRA) will calculate the road toll to be charged, after you pass an automated toll station which registered your vehicle’s registration number with a camera and/or read your toll tag.

The NPRA needs to know your foreign vehicle's Euro class and fuel type to calculate the correct rate in toll stations with environmental price differentiation.

Register the environmental data as follows to obtain the correct toll rate:

1. Register with your toll service provider listed  Order tag AutoPASS 


2. Register at www.autopass.no/ed (operated by Park Trade Europe AB) in the following situations:

  • If you have, or want to establish now, an Epass24 account without a toll tag
  • If you do not wish to have a payment account

After you register, Park Trade and the toll service provider will forward the environmental data for registered foreign vehicles to the NPRA to enable correct pricing. 

Anyone who has registered environmental data will obtain the environment-differentiated toll rate for electric vehicles in urban areas, in Oslo and Bergen. Only those who use a toll payment tag will be charged less for an electric car than for conventionally fuelled vehicles outside Oslo and Bergen. This is because the lower rate for electric vehicles outside urban areas is classified as a discount and not a toll rate, and discounts on road tolls are only granted to vehicles with a toll payment tag and a valid user agreement.

Failure to register will result in the highest rate in rate group 1 or 2 being charged. It will especially be financially beneficial for you to register if you drive an electric vehicle, or a heavy vehicle with diesel Euro VI.

Register a payment account for your foreign vehicle


Registration for a payment account is independent of the registration to obtain the correct toll rate on www.autopass.no/ed. Please register the type of payment account that is for you the most advantageous, or mandatory.

If you choose not to register any payment account, Park Trade Europe AB, from their service Epass24, will invoice the registered owner of the foreign vehicle on behalf of the toll chargers.

1. Register a user agreement with a toll service provider

A user agreement and the use of a toll tag is mandatory for most vehicles above 3.5 tonnes.

Transactions generated with a toll tag under a valid user agreement will automatically obtain discounts on the toll rate, often 20% discount, the lower rate for electric vehicles outside urban areas and only one charge for all transactions generated in a city within 60 minutes (1-hour rule). Remember to terminate your user agreement and remove the tag when you sell the vehicle, because you are responsible for toll payments regardless of who uses the vehicle as long as the agreement is valid.

2. Register an Epass 24 account without a toll tag with Park Trade


Registering an Epass 24 account is optional, and will provide easy access to invoices, toll transaction details and photos. It also makes it possible to add automatic payments. If you rent or lease a foreign car, registration for Epass24, for the rental period only, is your only option to avoid the invoice being automatically sent to the rental company. If you do not register, the rental /leasing company will add administration fees to cover their cost of handling the invoice and collecting the toll charges from you, according to your agreement with the company.

  1. Register your owned /rented/ leased vehicle at epass24.com
  2. The invoice will be sent to you, based on the information that you have registered.

Frequently asked questions about Epass 24 and payments


Who has to pay tolls in Norway?


The vehicle owner or the holder of a user agreement, regardless of vehicle nationality, has to pay tolls on Norwegian toll roads. Read more about the rate groups here.

What is the legal basis for toll payment?


The legal basis for toll payment in Norway is Section 27 of the Norwegian Road Act (Veglova §27) and the Norwegian Regulations relating to the Payment of Road Toll (Forskrift om betaling av bompenger).

Why does Park Trade Europe AB (Epass 24) collect payment on toll roads in Norway?


In order to operate the toll collection efficiently, the toll chargers invited a joint tender to outsource the task of collecting payment from foreign vehicles without a user agreement or toll payment tag. The tender resulted in a contract with Park Trade, which specializes in cross-border payments and debt collection.

Why register foreign rental / leasing cars?


If you register, you as the renter / lessee will receive the invoice directly. If you do not register, the invoice will be sent to the rental / leasing company. The company may add administration fees to cover their cost of handling the invoice and collecting the amount from the renter / lessee. Please take care to only register for the period you are renting /leasing the vehicle, to avoid invoices for toll transactions generated by future renters / lessees.

Why register an Epass24 account for my own foreign car?


Registering for an Epass24 account will normally reduce the time from your journey(s) to you receive your invoice. Furthermore, you will have full control over where the invoices are sent, and you can access your invoices, check due dates, view photos, register for e-mail delivery and make payment in due time when travelling. You may at any time register changes or cancel the registration. Please note that you instead need to register with a toll service provider for a user agreement to get these same advantages if a toll tag is mandatory for your vehicle.

Do I need to make an international bank transfer in order to pay?


No, normally not. Epass24 offers customers a choice of paying to a bank account in their local currency or to a Norwegian bank account. Payments can also be made by VISA or Mastercard at Epass24.com.

Do I need to make an international call if I have any questions for Epass24?


Yes, the customer service phone is a Swedish number +46 8 663 54 00. However, phone calls may not be the best way to obtain information, please consider making contact electronically. Complaints about invoices should be made on the standard appeal form epass24.com/appeal, for the staff to handle your case most efficiently.

Why did it take so long to receive the invoice after travelling in Norway?


Processing data and finding relevant information might take some time. Toll transactions are also put on hold for short periods to enable more toll transactions to be included in the same invoice.

Why does the invoice include photos of my car?


The photo is captured at an automatic toll station. If a vehicle does not have a valid toll tag, a picture of the licence plate is automatically taken in order to link the vehicle to its registered owner. The photos are included in the invoice to prove that the toll transaction took place.

I was driving at night. Why are the photos bright?


The brightness of the photo is auto-adjusted in order to read the licence plate number.

I have received an invoice from Epass24, even though I had a valid toll tag. What happened?


In rare cases it may be that your valid toll tag was not registered. The invoice from Epass 24 has to be paid, using the payment methods on the invoice. The original invoice is for road tolls only, without any invoice fees.
